On 1 April 2026, NHS National Services Scotland (NSS) and NHS Education for Scotland (NES) became one national organisation, focused on continuity today and a stronger, more connected service for tomorrow.

As part of this transformation, NSS and NES have joined to form a new organisation: Public Services Delivery Scotland (PSD Scotland). This new organisation will play a pivotal role in supporting the renewal and ensuring the long-term sustainability of health and care services across Scotland.

About The Organisation

PSD Scotland unites expertise from NES and NSS in a way that will allow us to accelerate national programmes to support the NHS to deliver better care, now and in the future.

We support staff with education and training, provide the tools and data that improve services, and run vital national functions such as procurement, logistics and blood, tissue and cell services.

The Post

People Solutions and Experience (PS&E) are a team within the Human Resources and Workforce Development department. PS&E provides three services across the employee lifecycle, from recruitment to terms and conditions of service and policy, advice and guidance to Public Services Delivery Scotland (PSDS) and as a shared service to Public Health Scotland (PHS).

The Senior HR Case Advisor is an integral member of the PS&E Policy and Case Management workstream, delivering a highly professional, customer-focused, end-to-end policy and case management service to managers at all levels across PSDS and PHS. The postholder provides proactive and comprehensive advice and guidance to managers across a complex workforce policy and people management caseload, equipping managers with the relevant tools and skills through a coaching approach that supports effective people management, whilst ensuring compliance and minimising risk to the organisation.

The Candidate

You will have significant experience in managing complex HR casework, including conduct, grievance, bullying and harassment cases, and be confident in providing pragmatic, solutions-focused advice to Managers, Senior Managers and Directors. You will be experienced in supporting and advising panel members throughout formal meetings and hearings, including providing HR advice and guidance in conduct, grievance, and bullying and harassment hearings, including high-risk cases with potential dismissal outcomes and subsequent appeal processes.

You will be confident in assessing and evaluating risk when providing HR advice, ensuring recommendations are legally compliant, consistent with organisational policy, and aligned with best practice. You will balance organisational requirements with a person-centred and customer-focused approach, delivering fair, consistent and effective outcomes while minimising risk to the organisation.

Responsible for managing the Case Advisors and the case management workload, you will be able to deliver in a fast paced, ever-changing environment.

Educated to degree level, or able to demonstrate equivalent knowledge and experience, you will have a proven track record in HR case management. Associate or Chartered CIPD membership is essential, or you must be able to demonstrate clear progress towards achieving professional accreditation.

Location and Working Pattern:

The post will be based at either Gyle Square, Edinburgh, or Delta House, Glasgow.

Currently hybrid working.

Monday-Friday, 36 hours per week.

PSD Scotland is a remote-friendly employer with colleagues based throughout Scotland. We support hybrid and office-based working arrangements where possible and welcome discussions about alternative working patterns during the application process.

It is a condition of this employment that you must live and remain a resident within the UK and have entitlement to work in the UK for the post in which you will be employed.
