An exciting opportunity has arisen for an experienced HR Change Consultant to join on a fixed term of 18 months to play a pivotal role in one of the most significant transformation programmes within local government. Working closely with the Head of HR, you will lead and support the people work stream of a major LGR programme. This is a highly visible role where you will provide specialist HR expertise across organisational design, consultation, TUPE, workforce integration, policy harmonisation and people-related risk management.
This position would suit a senior HR professional with extensive experience delivering large-scale organisational change, business transformation, mergers, acquisitions or public sector reorganisation programmes.
Your new role
Reporting to the Head of HR, you will provide expert advice and leadership across complex change initiatives, ensuring organisational objectives are delivered in a legally compliant, people-focused and commercially effective manner.
Key responsibilities will include:
- Leading the end-to-end HR delivery of organisational change programmes.
- Supporting the Local Government Reorganisation programme from due diligence through to full integration.
- Providing specialist advice on TUPE, redundancy, restructuring, consultation and organisational design.
- Developing business cases, consultation documentation, impact assessments, FAQs and employee communications.
- Assessing people-related risks, workforce costs and integration challenges.
- Supporting the harmonisation of terms and conditions, HR policies, governance frameworks and employee benefits.
- Managing complex employee relations matters and providing expert employment law advice.
- Overseeing workforce data analysis and HR information migration activities.
- Building effective relationships with senior leaders, trade unions and external stakeholders.
- Deputising for the Head of HR within the LGR workstream as required.
- Supporting broader People Strategy initiatives, employee engagement and wellbeing programmes.

What you'll need to succeed
We're looking for an experienced HR transformation specialist with the credibility and expertise to influence senior stakeholders and successfully deliver complex organisational change.
You will ideally have:
- CIPD Level 7 qualification and Chartered CIPD membership.
- Significant experience operating as a Senior HR Business Partner, HR Consultant or Change Lead.
- Proven delivery of large-scale organisational change, transformation, mergers, acquisitions or integration programmes.
- Extensive knowledge of UK employment law, TUPE and consultation processes.
- Experience working within unionised environments and engaging effectively with trade unions.
- Strong project management and programme delivery experience.
- Excellent stakeholder management, communication and influencing skills.
- The ability to analyse workforce data and translate insights into practical solutions.
- Experience developing HR policies, frameworks and governance processes.
- A proactive and collaborative approach, with the ability to balance strategic thinking with operational delivery.
