Senior HSEQ Manager
Home-based in Northern England & Scotland
Full Time, Permanent
Band 4 / £58,000-£62,000 (dependent on experience)
At Serco, we’re looking for an experienced Senior HSEQ Manager to join our Citizen Services – Local & Devolved business. This is a senior management opportunity where you’ll play a key role in shaping and delivering our HSEQ strategy across a diverse portfolio of essential public services.
You’ll provide strategic HSEQ leadership across your nominated business sectors, working closely with operational and contract leadership teams to ensure services are delivered safely, responsibly and in line with regulatory, contractual and Serco requirements.
Leading and developing a team of HSEQ Managers, you’ll build strong relationships across the organisation and with external stakeholders, helping to drive a proactive HSEQ culture, strengthen compliance and deliver continuous improvement across our contracts throughout the North of England and Scotland.
As part of this you’ll:
- Provide strategic HSEQ leadership and professional advice across Citizen Services – Local & Devolved contracts within your nominated sectors.
- Lead and develop a team of HSEQ Managers, ensuring effective workload allocation, professional standards and delivery against business priorities.
- Support the delivery of the Citizen Services – Local & Devolved HSEQ strategy, ensuring effective governance, processes and action plans are embedded at contract level.
- Oversee HSEQ performance, KPIs, compliance and improvement plans, ensuring risks and actions are identified, managed and closed out effectively.
- Conduct and oversee audits, inspections and engagement activities, identifying opportunities to improve HSEQ performance and standards.
- Review and support the development and implementation of management systems, working practices, procedures and risk assessments.
- Provide expert HSEQ advice across a range of operational environments, including facilities management, NHS, maritime, environmental and other essential public services.
- Ensure incidents, accidents and HSEQ data are accurately recorded, reported and used to drive learning and continuous improvement.
- Build strong relationships with Contract and Operations Managers, Business Operations Directors, Fleet Managers and technical teams to influence and improve HSEQ performance.
- Develop and maintain effective relationships with external stakeholders, including regulatory and industry bodies such as the Health and Safety Executive, Environment Agency, BSI and RoSPA.
- Produce HSEQ performance reports and provide insight to senior leadership teams to support informed decision-making.
- Deputise for the Director of HSEQ, Citizen Services – Local & Devolved when required.

What you’ll need to do the role:
- NEBOSH National Diploma or equivalent qualification.
- Significant experience working in a senior HSEQ role within a complex, operational environment.
- Experience of leading and managing a team or HSEQ function, with a track record of developing people and delivering through others.
- Strong knowledge of UK health and safety and environmental legislation, with the ability to apply this effectively across a range of operational services.
- Experience of working with, implementing and improving HSEQ management systems and a strong understanding of ISO standards and assessment processes.
- Recognised compliance and auditing experience, with the ability to identify risk, challenge performance and drive effective corrective action.
- Experience working in facilities management and ideally within an NHS environment and/or maritime sector.
- Strong commercial and operational awareness, with the ability to understand the risks and challenges facing a diverse range of services.
- Excellent communication and influencing skills, with the confidence to engage and challenge stakeholders at all levels, including senior leadership.
- Experience of building effective relationships with external regulators, clients and professional or industry bodies.
- Strong decision-making skills, with the ability to prioritise workload and resources according to risk and business priorities.
- A collaborative leadership style, with the ability to build trust, facilitate effective teamwork and create a positive HSEQ culture.
- Full, clean driving licence and willingness to travel regularly across the North of England, Scotland and wider UK as required.
- Flexibility to work occasional out-of-hours when required to support contracts operating 24/7 services.
