Role: Senior HR Business Partner

Sector: Civil Service

Duration: Permanent

Location: Liverpool/Newport – Hybrid, 2 days on site per week

Salary: £59,877 - £69,457 per annum depending on experience

Sellick Partnership are currently recruiting for an experienced Senior HR Business Partner to join our public sector client. This role is offered on a hybrid basis with a minimum of 2 days a week onsite, in Liverpool/Newport

As the Senior HR Business Partner, you will act as a trusted advisor to senior leaders, aligning people strategy with business goals to drive performance, capability, and cultural transformation. You will influence, coach, and challenge leaders to think differently, ensuring we attract, engage, and retain exceptional talent while fostering a high-performing, future-ready workforce. The Senior HR Business Partner will provide strategic input on people topics and develop pragmatic solutions for complex people challenges.

The duties of the Senior HR Business Partner include:

  • Partner with senior leaders and directorate management teams to develop and deliver people strategies that support organisational objectives and drive business performance
  • Lead strategic workforce planning, ensuring the organisation has the right talent, capability and capacity to meet current and future priorities
  • Provide expert coaching, challenge and guidance to senior stakeholders on complex people matters, organisational design and leadership effectiveness
  • Drive organisational change and transformation initiatives, supporting leaders to build engagement, resilience and performance through periods of change
  • Lead talent management, succession planning and leadership development activities to strengthen organisational capability and future workforce readiness
  • Use people data and workforce analytics to identify trends, mitigate risks and inform strategic decision-making
  • Oversee complex employee relations matters, providing strategic guidance to ensure fair, consistent and legally compliant outcomes
  • Collaborate with specialist HR teams to design and implement initiatives across learning and development, reward, organisational development and culture change
  • Develop and maintain strong relationships with senior stakeholders, acting as a trusted advisor and influencing key business decisions
  • Lead and contribute to high-impact people projects that improve organisational effectiveness, employee experience and business results

  • CIPD Level 7 qualified or equivalent, or qualified by experience
  • Proven experience as an HR Business Partner or a Senior HR professional in a complex, dynamic organisation.
  • Experience in driving high-impact people initiatives and leading complex change programmes
  • Experience in interpreting workforce analytics to inform and valid decision-making
  • Expert coaching skills with the ability to influence senior leaders across all HR domains including engagement, talent and capability
  • Expert experience of building credibility and influencing senior internal and external stakeholders
