Job Summary

The IT Operations Practice sits within HM Land Registry's Transformation and Technology Directorate and is responsible for the delivery, performance, and support of the technical infrastructure that underpins our services. As a Senior Infrastructure Engineer specialising in Power Apps DevOps, you will play a key leadership role within our Power Platform team, supporting over 7,000 internal users across the organisation.

Leading a team of skilled engineers, you will be responsible for the design, development, delivery, and support of Microsoft Power Platform solutions, ensuring they are secure, reliable, scalable, and aligned to business needs. Working closely with Technical Leads, Delivery Leads, and Architects, you will drive innovation, champion best practice, and help shape the future direction of Power Platform services across HM Land Registry.

Job Description

We're looking for a Senior Infrastructure Engineer to lead our Power Apps Corporate team within IT Operations. You'll provide technical leadership, mentoring, and direction to a team responsible for developing and supporting Power Platform solutions across HM Land Registry. Working in a collaborative environment, you will help deliver secure, reliable, and scalable services while supporting the organisation's wider technology and business strategies.

You'll work with a broad range of stakeholders including architects, delivery teams, technical specialists, and suppliers to ensure solutions are designed and implemented effectively. Alongside technical delivery, you'll play an important role in developing team capability, supporting continuous improvement, and fostering an inclusive, high-performing culture.

Main Duties

  • Lead the design, development, implementation, and support of Microsoft Power Platform solutions, including Power Apps, Dynamics 365, and related technologies.
  • Provide technical leadership, guidance, and mentoring to engineers within the Power Apps Corporate team.
  • Develop low-code solutions using Power Apps, Power Automate, Power BI, Dynamics 365, Power Pages, and Microsoft Copilot Studio.
  • Engage with business stakeholders to understand requirements and translate them into effective technical solutions.
  • Support user adoption and maximise the value delivered through Power Platform technologies.
  • Design, build, and maintain Continuous Integration and Continuous Delivery (CI/CD) pipelines for Power Platform and Azure services.
  • Work with Lead Infrastructure Engineers and technical specialists to ensure the availability, integrity, resilience, and performance of infrastructure services.
  • Act as a senior technical escalation point, resolving complex operational incidents and technical challenges.
  • Lead investigations into major incidents, problems, and service issues, ensuring timely resolution and continuous service improvement.
  • Develop and maintain platform roadmaps, balancing maintenance requirements with the delivery of new functionality.
  • Collaborate with suppliers and technology partners to evaluate, test, and implement new solutions and services.
  • Provide technical input into projects and strategic initiatives, identifying opportunities to improve efficiency and reduce costs.
  • Define, document, and maintain operational processes and procedures that support resilient and reliable service delivery.
  • Implement automation solutions using appropriate scripting or coding technologies.
  • Produce and maintain technical designs and infrastructure documentation in line with organisational standards.
  • Ensure appropriate security controls are implemented and maintained to protect services and data.
  • Champion modern engineering practices, DevOps principles, and industry best practice across the team.
  • Create and execute test plans to provide assurance for infrastructure and platform changes.
  • Identify, assess, and manage technical risks associated with projects and operational services.
  • Build capability within the team through coaching, knowledge sharing, succession planning, and continuous professional development.
  • Promote an inclusive, collaborative, and high-performing team culture, effectively managing conflict and supporting colleague wellbeing.
  • Contribute to the ongoing development and continuous improvement of the IT Operations Practice and wider technology community.
  • Work across Transformation and Technology teams to deliver solutions that support HM Land Registry's technology and business strategies.

Person Specification

To be successful in this role, you will be required to demonstrate the following criteria throughout the recruitment process.


Essential Technical Skills And Qualifications

  • Holds a qualification in Information Technology or a related area (Degree Level or equivalent) or experience in an IT field.
  • In-depth knowledge of Power Platform components, including Power Apps, Power Automate, Power BI, Dynamics 365.
  • Scripting or programming knowledge (e.g. C#, ASP.Net, Ruby, Java, Python, Power Fx, JavaScript, HTML, CSS).

Desirable Technical Skills And Qualifications

  • ITIL 4.0 Foundation Certificate
  • PL900 Power Platform Fundamentals
  • Mastering Dynamics 365 (D365) Customer Engagement (CE)
  • PL400 Microsoft Power Platform Developer
  • Power Pages and Microsoft Co-pilot Studio.

Essential Experience

  • Significant experience of building, deploying, and managing Power App solutions using Continuous Integration/Deployment methods.
  • Significant experience of implementing and managing Power Platform components and infrastructure solutions.
  • Significant experience in automation and administration tasks within the Power Platform environment.
  • Effective communication skills, including the ability to interact and build working relationships with stakeholders.
  • Ability to manage technical risk and lead implementing appropriate mitigations.
  • Evidence of planning and managing significant technical change.
  • Technical leadership demonstrated through coaching or mentoring.

Desirable Experience

  • Stakeholder management and requirement gathering skills for solution designs.
