Starting Salary: £32,578 progressing to £35,570 per annum
Hours: Full time, 37 hours per week Monday to Friday
Location: Robertson House, Stevenage. Hybrid working with some travel across the County is required

We are recruiting to a Senior Intelligence Officer role within a highly respected and award-winning service.
At the Shared Anti-Fraud Service, we protect the public purse from the constant threat of fraud. Our dedicated team of fraud and financial investigators, intelligence officers and data-analyst combat fraud every day working with colleagues in Councils, housing providers, DWP, HMRC and the Police.
Working with Councils and other organisations across Hertfordshire, Bedfordshire and the UK we provide advice and guidance regarding fraud and corruption, undertake proactive counter-fraud exercises, data-analytics and deliver training and awareness.

About The Role
We are seeking an experienced and motivated Senior Intelligence Officer for our dynamic Counter Fraud Team.
The successful candidate will play a leading role in delivering the SAFS Intelligence function and supporting the Counter Fraud Manager (CFM). This will primarily involve overseeing the work of the Intelligence Officers providing operational support and guidance, making key decisions on the progression of referrals, and managing a personal caseload of referrals.
As a Senior Intelligence Officer, you will:
- Lead the day-to-day operation of the SAFS Intelligence Team, reporting to the Counter Fraud Manager (CFM) as necessary and ensuring the delivery of agreed KPIs for partners and clients.
- Oversee, support and develop Intelligence Officers, including the training and mentoring of junior or less experienced staff.
- Make key decisions on the progression of referrals to cases and determine which matters are suitable for compliance activity within SAFS processes.
- Triage referrals and develop comprehensive intelligence packages to support fraud prevention, detection and investigation activity.
- Collate, evaluate and develop intelligence from a wide range of internal and external sources.
- Interrogate a variety of systems and datasets to identify fraud risks and undertake proactive fraud exercises.
- Produce concise, accurate and evidence-based reports to support decision-making by partners, clients and the SAFS Management Team.
- Lead the SAFS geolocation analysis function and promote its effective use across partnership activity.
- Support the SAFS Management Team through participation in management meetings and by providing updates on operational performance, project delivery and KPI achievement.
- Build and maintain effective working relationships with councils, social housing providers and other partner organisations.
- Manage SAFS invoicing and purchase orders relating to suppliers and partner organisations.
- Maintain ongoing Continuous Professional Development (CPD) and contribute to the continuous improvement of the intelligence function.

About You
Essential
- Confident in supporting and overseeing the work of others.
- Detail-oriented, analytical and able to make sound decisions.
- Able to thrive in a fast-paced environment and manage competing priorities.
- Skilled at building and maintaining professional relationships with colleagues, partners and stakeholders.
- Strong communicators, with the ability to present information clearly and effectively both verbally and in writing.
- Proficient in the use of IT systems, with a willingness to learn, develop and embrace new technologies.
- Experience working in a Counter Fraud Intelligence role.
- Hold the Accredited Counter Fraud Technician (ACFT) qualification, an equivalent qualification, and/or a Level 4 Counter Fraud Apprenticeship, or be working towards achieving one of these qualifications.
- Membership of the Government Counter Fraud Profession (GCFP), or be working towards membership.
- Experience of working under pressure and managing high workloads and competing priorities.
- Working knowledge of local government and/or social housing.
- Proficient in the use of Microsoft Office applications, particularly Word and Excel.
- Ability to travel throughout the county as required to fulfil the duties of the role.
Desirable
- Experience in a customer-facing role.
- Experience of mentoring, supervising or supporting members of a team.
- Experience of delivering presentations or public speaking.
- Experience of geolocation analysis and the use of mapping tools.
- Accredited Communications Data Record Processing and Interpretation qualification.

Secondment
This role is open to secondments for eligible employees who work for HCC. If you wish to apply on a secondment basis, you must have your line manager’s approval before submitting your application.
