What the role is
As Laboratory Manager, Testing and Quality Control, you will be a key member of the Blood Supply Management (BSM) division of Blood Services Group, working closely with our Scientific Head (TQC) to ensure the smooth and effective running of our Blood Donation Testing and Quality Control laboratories. Your work will directly support Singapore's National Blood Programme by maintaining the highest standards of safety, quality, and compliance in blood testing services.
This role also includes rotation on-call duties, providing 24-hour standby support for urgent or emergency situations.
What you will be working on
Laboratory Operations Management
- Oversee the daily operations of the TQC laboratories, covering sample management, equipment and supplies management, and manpower planning.
- Ensure all procedures are carried out in accordance with established Standard Operating Procedures (SOPs), with accurate and complete records always maintained.
- Continuously evaluate workflows to improve efficiency and reduce turnaround times.
Quality Assurance and Regulatory Compliance
- Implement and maintain robust quality control systems to ensure the accuracy, reliability, and integrity of test results.
- Ensure full compliance with regulatory frameworks such as HCSA, BATA, WSH, and AABB accreditation requirements.
- Lead or participate in internal and external audits, and enforce safety policies to mitigate biological and operational risks.

- Supervise laboratory officers, manage roster planning, conduct performance appraisals, and oversee training and competency development.
- Foster a positive, collaborative work environment that supports professional growth and high performance.
Administrative and Business Management
- Manage laboratory budgets, procurement, and inventory to ensure the timely availability of reagents, consumables, and supplies.
- Prepare performance reports and quality indicators for senior management and maintain emergency response and business continuity plans.
Stakeholder and Vendor Management
- Serve as the primary liaison with Blood Resources and Clinical Services for sample collection coordination and test results management.
- Evaluate and manage vendor relationships, and oversee contract management including performance monitoring, invoice verification, and renewal planning.
Technology, Systems, Projects and Innovation
- Oversee the maintenance and optimal operation of laboratory testing equipment.
- Work closely with the IT team and vendors to ensure the smooth and reliable operations of the Blood Bank Computer System with a sound understanding of relevant system parameters, configurations, and algorithm settings to assess their operational impact and ensure appropriate resolution.
- Contribute to improvement initiatives such as testing automation, workflow digitalisation, and research coordination, and leverage data analytics and AI-assisted tools to support quality monitoring, decision-making, and operational excellence.

What we are looking for
- Minimum 8 years of experience in laboratory operations, with 3 to 5 years in a laboratory management or team leadership role
- Strong knowledge of blood banking, transfusion medicine, or clinical laboratory operations
- Experience working with Laboratory Information Systems
- Familiarity with cybersecurity practices and data governance requirements in a healthcare or laboratory setting.
- Comprehensive understanding of regulatory requirements (HCSA, BATA, WSH, CAP, ISO1589) and quality management systems
- Proven ability in staff management, performance development, and team leadership
- Strong analytical, problem-solving, and attention-to-detail skills, with a focus on continuous improvement
- Experience or interest in leveraging data analytics or digital tools to drive operational insights and improvements.
- Excellent written and presentation skills for reporting and stakeholder communication
- Experience in budget management, procurement, vendor relations, and contract management
- High level of personal and professional integrity
- Proactive and adaptable, with the ability to manage change
Preferred Qualifications
- Professional qualifications in Medical Laboratory Science or a related field
- Experience with business intelligence tools for data analysis and reporting
- Proficient with Microsoft 365, and digital/ generative AI tools
