We are Hiring: Senior Legal Officer – Property (Right to Buy)
Location: Luton
Hours: 20 hours per week
Rate: £25.00 per hour
IR35: Inside IR35
Role Overview
We are seeking an experienced Senior Legal Officer to manage a high-volume caseload of Right to Buy (RTB) and residential conveyancing matters. The successful candidate will provide expert legal support, ensure compliance with statutory requirements, and deliver efficient, high-quality legal services within a local authority environment.
Key Responsibilities
- Manage Right to Buy transactions from instruction through completion.
- Draft and review contracts, transfers, statutory notices, and conveyancing documentation.
- Investigate title issues and prepare title reports.
- Progress residential property disposals, including freehold land transactions.
- Liaise with internal departments, external solicitors, Land Registry, and third parties.
- Conduct legal research and ensure compliance with the Housing Act 1985 (Part V) and relevant legislation.
- Identify legal risks and provide practical legal advice.
- Support the Property, Planning & Contracts Team with additional legal matters as required.

Essential Requirements
- Minimum 4 years' recent experience handling Right to Buy transactions.
- Strong background in residential conveyancing and English land law.
- Thorough knowledge of Part V of the Housing Act 1985.
- Experience managing a busy caseload independently.
- Excellent drafting, communication, organisational, and research skills.
- High attention to detail and ability to work to strict deadlines.
- Proficiency in Microsoft Office (Word, Excel, Outlook).

Desirable
- Previous Local Authority or Housing Association legal experience.
- Law degree, Graduate Diploma in Law (GDL), or equivalent legal qualification.
