Balfour Beatty is seeking a dynamic Senior Logistics & Services Manager to contribute to the Net Zero Teesside (NZT) project based at our site in Redcar and Cleveland.
The Power, Capture and Compression Project are being delivered in Teesside as part of the wider Net Zero Teesside programme. The project comprises significant civil, structural, mechanical, electrical and process construction activities delivered by multiple organisations and supply chain partners across a large and complex operational site. The scale of the works creates substantial requirements for the coordinated movement of people, plant, equipment and materials; lifting operations; temporary infrastructure; site access; construction permitting; SIMOPS management; scaffold and access provision; welfare; utilities and other common site services.
The Senior Logistics & Site Wide Services Manager provides project-wide leadership of these functions, ensuring that the infrastructure and support services required by the construction teams are planned, available, controlled and maintained throughout mobilisation, peak construction, commissioning support and demobilisation. The role is a key member of the senior construction management team and has a direct influence on the safety, productivity and efficiency of the overall project.
The Senior Logistics and Services Manager is accountable for the strategy, planning, leadership and operational performance of the project-wide logistics and construction support functions required to enable safe and efficient delivery of NZT.
The role will lead a multi-disciplinary management structure responsible for:
- Logistics, Transport and Site Access
- Materials Management & Warehousing
- Plant & Lifting Operations
- Permitting & SIMOPS
- Scaffold & Temporary Access
The role will ensure these services are integrated with the construction programme and that logistics or common services do not become a constraint to safe construction delivery. The Senior Logistics and Services Manager will work closely with the Construction Director, construction management, planning, commercial, engineering, HSES and supply chain teams to forecast demand, identify constraints and establish the resources, infrastructure and systems required to support the project. The role requires strong operational judgement and the authority to intervene where logistics, plant, lifting, access, permitting, SIMOPS or common services present an unacceptable safety risk or material risk to programme delivery.
The Senior Logistics and Services Manager has project-wide responsibility for establishing, leading and coordinating the Logistics and Services function across Net Zero Teesside. The role will develop the overall strategy, delivery model, functional scopes, organisation and management arrangements required to provide the common services that support construction across the project.
What you'll be doing
Strategic Leadership and Functional Management
- Develop and own the overall Logistics and Services Strategy for the project
- Establish the delivery model, organisational structure, functional scopes and management arrangements required to support the construction programme
- Lead and manage the functional managers responsible for logistics, materials, plant, lifting, scaffolding, permitting, SIMOPS and site-wide services
- Set clear objectives, responsibilities, standards and performance requirements for each function
- Ensure each function is adequately resourced and has competent management, supervision and delivery teams in place
- Hold functional managers accountable for delivery against safety, programme, cost, quality and performance requirements
- Provide senior direction where issues cross functional or contractual boundaries
- Ensure the Logistics and Services organisation develops as project requirements change through mobilisation, construction, commissioning support and demobilisation

- Coordination of shared lifting assets
- Management of significant lifting interfaces and constraints
- Assurance that suitable competent persons, systems and governance are in place
Permitting and SIMOPS
- Construction Permit to Work strategy and governance
- Permit planning and construction readiness
- SIMOPS processes and coordination
- Identification and management of interfaces between contractors and disciplines
- Escalation and resolution of conflicting operations
- Integration of permits and SIMOPS into construction planning
- Performance monitoring and assurance of the permitting process
- Ensure that permitting supports safe construction delivery without becoming an avoidable programme constraint
Programme Integration and Project Coordination
- Act as the senior coordination point between the Logistics and Services functions and the wider construction organisation
- Translate the construction programme into future requirements for materials, logistics, plant, lifting, scaffold, permits, access and temporary services
- Require functional managers to maintain suitable short, medium and long-term demand plans
- Identify constraints and capacity issues before they affect construction
- Coordinate competing demands for shared project resources
- Lead resolution of issues spanning multiple functions
- Ensure significant logistics and services requirements are incorporated into project planning and look-ahead processes
- Escalate unresolved constraints to project leadership with clear impacts, options and recommended actions
- Ensure changes in construction sequence are reflected in the supporting logistics and services plans
Who we're looking for
Safety, Assurance and Governance
- Provide senior safety leadership across the Logistics and Services organisation
- Ensure each function has appropriate procedures, competent resources and assurance arrangements
- Ensure compliance with Balfour Beatty, project, statutory and regulatory requirements
- Maintain oversight of functional audits, inspections, incidents and corrective actions
- Ensure significant risks are identified, controlled and escalated appropriately
- Challenge arrangements where logistics, plant, lifting, access, permits, scaffold or services present an unacceptable risk
- Ensure consistent standards are applied across contractors and construction areas
- Promote lessons learned and improvement across all functions
Improvement and Development
- Continually review whether the Logistics and Services organisation remains appropriate for the developing project
- Identify opportunities to improve productivity, utilisation, cost and service performance
- Promote effective use of digital systems, data and automation
- Reduce unnecessary vehicle movements, material handling, plant standing time and scaffold retention
- Encourage collaboration between functional managers rather than isolated delivery of individual services
- Capture and implement lessons learned
- Develop the management capability of the Logistics and Services team

The Successful Candidate Will Be Expected To Demonstrate
- Significant senior management experience on a major construction, infrastructure, energy or industrial project
- Proven experience leading managers and multidisciplinary operational or construction support teams
- Strong understanding of construction logistics, site operations, programme requirements and workface planning
- Experience developing and implementing project-wide strategies, delivery plans and organisational arrangements
- Good working knowledge of the key support functions and site services
- Experience managing specialist subcontractors, suppliers, budgets, forecasts and operational performance
- Strong health, safety and environmental leadership with the ability to identify risk and make timely decisions
- Strong stakeholder management, communication and leadership skills, with the ability to influence senior teams and coordinate competing project priorities
- SMSTS or equivalent recognised construction safety management qualification
- Relevant CSCS card
The Following Would Be Beneficial
- Previous experience in a senior logistics, project services or construction support role on a major project
- Experience working within a large multidisciplinary or multi-contractor construction environment
- Experience establishing or developing logistics and support functions through mobilisation and different phases of construction
- Experience managing common-user resources, temporary services, materials or major construction support contracts
- Knowledge of digital logistics, materials, plant or delivery management systems
- Relevant construction, engineering or logistics qualification
- Membership of a relevant professional body such as CILT, CIOB, ICE or equivalent
