Job Summary
Working in the Contingent Assets & Liabilities (CAL) and Commercial Disposals team, within the Development Directorate, the CAL & Commercial Disposals Technical Manager will play a critical role in contributing to the team’s ethos of providing high quality, client-side technical advice and delivering on key projects linked to the Business Plan.
The CAL & Commercial Disposals Team are a national focused delivery team who manage a mixed caseload of contingent assets and liabilities and disposals of land; taking responsibility for the timely disposal of land assets. The team also monitors, reviews, and manages the resolution of a portfolio of contingent assets and liabilities using specialist skills and commercial acumen to ensure the disposal/exit from either contingent or legacy assets in line with Homes England processes.
Job Description
You will be joining our experienced and growing team of 15, who are committed to making a positive impact to how non-strategic assets are reviewed and appropriate actions delivered effectively, to the financial and reputational benefit of the Agency.
The role involves working closely with and assisting the Head of CAL & Commercial Disposals and Managers in providing effective co-ordination, liaison and communication with locally based staff, Heads of Delivery and senior management teams and providing support across the Development Directorate and finance teams, including Internal Audit through the provision of management information.
You will have a specific focus on a number of workstreams. Primarily providing technical input and expertise to the disposal of land assets over a national geographic radius, within the CAL & Commercial Disposals team.
- Lead or support on all technical matters that arise in the workings of the team, support colleagues in providing technical support and advice regards de-risking sites through the installation of infrastructure and the servicing of land for development or working with partners to do the same on land subject to a Conditional Contract.
- Provide due diligence technical advice on constraints to development, issues with utility capacities or connections and highways issues, to inform negotiations on price and delivery alongside the professional team.
- Support and assist Project Managers in drafting technical scope of works and tender documents for construction works, demolition contracts, scoping SI tenders, specialist technical studies, transportation, utilities servicing, infrastructure design and delivery. Where such schemes of work are complex to take the lead in drafting the tenders and managing the project.
- Take on a caseload of historic projects where the agency has outstanding liabilities relating to retained land, roads and services, and work with partners to secure a cost effective exit from such liabilities.

Person Specification
- Appropriate professional engineering, construction, project management or surveying membership and/or degree level education or equivalent.
- Knowledge and experience of the construction and development industry to ensure procurements and processes developed are practical and market facing.
- Experience of successfully delivering infrastructure, construction or land regeneration projects.
- Resilient and comfortable managing stakeholders at a senior level with a good understanding of the commercial and operational impact of what we do as a team.
- Enjoy working in an innovative, fun and engaging way and be able to negotiate and persuade.
- Understand how to manage colleagues and be able to demonstrate you can work with others as part of a team in a collaborative, inclusive way.
