[What the role is]

You will be part of the Finance and Procurement department, which supports the accounting, finance, and procurement functions of the organisation. This role combines finance transformation, finance administration and finance operations. You may be deployed across different finance functions while contributing to process improvement, digital transformation, governance enhancement and operational excellence.

You will work closely with finance teams, business stakeholders, system managers and IT partners to strengthen financial management, improve end-to-end processes, enhance data quality and support the effective stewardship of public resources. You will also contribute to initiatives that modernise finance systems, automate manual processes and strengthen financial controls while ensuring compliance with applicable financial policies, accounting standards and regulatory requirements.

[What you will be working on]

Finance Systems Integration & Digital Enablement

  • Lead initiatives to enhance finance system capabilities, with a focus on automation, AI-enabled insights, data integrity, traceability, and sustainability of solutions.
  • Work closely with finance users, system managers, and IT partners to translate policy, operational, and reporting requirements into well-governed system, integration, and AI-supported solutions.
  • Support the adoption of emerging digital tools (e.g. data analytics, automation) where appropriate, ensuring risks are assessed and appropriate controls are built in from the outset.

Finance Administration & Operations

  • Support finance administration and operational activities across finance functions, including Accounts Receivable, Accounts Payable, General Ledger, financial reporting, budgeting, grants administration, assets management, fees and charges administration, billing and collections, treasury-related activities and procurement administration, as assigned.
  • Partner finance operations teams to identify opportunities to improve operational efficiency, strengthen controls and enhance service delivery.
  • Analyse operational challenges, exceptions and process bottlenecks and recommend practical solutions to improve accuracy, productivity and compliance.
  • Contribute to the development, review and implementation of finance policies, procedures, workflows and operating guidelines.
  • Participate in operational improvement initiatives to strengthen governance, compliance, accountability and value-for-money outcomes.

Process Optimisation and Continuous Improvement

  • Drive finance, procurement and corporate services transformation initiatives to improve operational effectiveness, strengthen controls, reduce manual effort, enhance user experience and support data-driven decision-making through automation, analytics and digital solutions.
  • Analyse finance process flows to identify opportunities for intelligent automation, standardisation, and risk reduction.
  • Develop and maintain clear process maps and documentation to support approvals, training, change management and audit discussions.
  • Provide system administration oversight, including user access management, periodic access reviews, and compliance with segregation-of-duties requirements, including controls over AI-enabled workflows.

Data Stewardship

  • Manage financial datasets with a strong focus on data accuracy, completeness, auditability, and compliance with data governance standards.
  • Support the end-to-end system including requirements gathering, user acceptance testing, implementation, and post-implementation review.
  • Support the governance of finance master data, reference data and reporting datasets to ensure accuracy, consistency, completeness and auditability.
  • Develop data analytics, dashboards and management reporting solutions to provide operational and financial insights for decision-making.

Stakeholder Engagement & Change Support

  • Engage stakeholders across finance, IT, and professional groups to align digital and AI-enabled transformation initiatives with organisational priorities and operating realities.
  • Contribute to change management efforts, including user communications, training materials, and post-implementation support, to ensure sustainable adoption of new processes, systems and AI-supported ways of working.

[What we are looking for]

Professional Experience

  • Relevant background in Accountancy, Finance, Business, Information Systems or a related discipline. Professional qualifications such as ACCA, CA Singapore, CPA Australia or equivalent would be advantageous. Experience with Workday is an added advantage.
  • Relevant experience in finance operations, finance transformation, ERP implementation, business process improvement, financial reporting, audit, accounting or related disciplines.
  • Experience with Workday, Microsoft 365 ecosystem, Power BI, Power Automate, Power Query, AI-enabled solutions or similar digital platforms will be an advantage.

Functional Knowledge

  • Sound understanding of accounting principles and financial management concepts. Familiarity with finance policies, internal controls, governance requirements and audit expectations.
  • Understanding of ERP systems, workflow automation, data analytics and system integrations. Knowledge of system implementation lifecycles, including business requirements gathering, solution design, testing, deployment and post-implementation support.
  • Familiarity with public sector finance, Statutory Board Financial Reporting Standards (SB-FRS) or equivalent financial reporting frameworks would be an advantage
