Senior Manager – Place Based Partnerships
Salary: £65,000 - £70,000 + excellent benefits, including 27 days holiday, 2:1 pension (up to 12% employer contribution), plus many more
Location: London/Hybrid with 2 days per month in the office

That’s nearly a third of all adults in the UK.
We are Fair4All Finance. We are a not-for-profit organisation working with Financial Services providers to improve the financial wellbeing of people in vulnerable circumstances by increasing access to fair, affordable and appropriate financial products and services.
We are continuing our work following our latest round of funding, and as a result we are looking for a Senior Manager – Place Based Partnerships to help shape how financial inclusion is delivered across cities, regions and local communities.
This is a senior, externally facing role focused on developing strategic partnerships with Mayoral Combined Authorities, large metropolitan Local Authorities and other regional bodies. You will work directly with senior leaders, including Metro Mayors, Chief Executives and Directors, to translate Fair4All Finance’s strategy into place-based action.
A key part of the role will be building support for Fair4All Finance’s flagship £30m Credit Union Transformation Programme, delivered in line with the Government’s Financial Inclusion Strategy. You will help secure senior regional commitment, funding alignment and long-term collaboration to support the development of stronger, modern and scalable credit union provision.
You will operate at the intersection of local government, financial services and national policy, progressing partnerships from early engagement through to formal commitment, delivery and measurable impact.
Key Responsibilities
- Lead the development and management of strategic partnerships with Mayoral Combined Authorities, Local Authorities and other regional partners.
- Build trusted relationships with senior stakeholders, including Metro Mayors, Chief Executives, Directors and elected members.
- Identify and develop partnership opportunities that translate strategic priorities into funded programmes, pilots and regional initiatives.
- Secure senior commitment, resource and policy alignment for key propositions, particularly the Credit Union Transformation Programme.
- Lead the partnership lifecycle from initial engagement through to delivery and long-term relationship management.
- Develop compelling executive briefings, presentations and partnership propositions for senior audiences.
- Translate partner insight into practical recommendations that inform programme design, policy development and investment decisions.
- Represent Fair4All Finance externally, building our profile through events, conferences and strategic engagement.
- Develop account plans for priority partners and contribute to the organisation's wider partnership framework.

Essential experience & qualifications
- Strong knowledge of the local government and regional landscape, including experience working with or alongside Local Authorities, Mayoral Combined Authorities or related organisations.
- Proven experience developing and delivering complex partnerships or strategic programmes involving multiple organisations.
- Demonstrable success influencing senior leaders, including Directors, Chief Executives or elected officials.
- Experience operating in complex stakeholder environments, balancing competing priorities to achieve outcomes.
- Strong communication skills, including developing executive briefings, presentations and strategic propositions.
- Commercial awareness with the ability to identify opportunities and progress them into funded or resourced delivery.
- Understanding of financial inclusion, affordable credit or related policy areas, together with a genuine commitment to improving outcomes for people in vulnerable circumstances.
Desirable experience
- Experience working within local government, a combined authority, central government or a related organisation, with established sector networks.
- Experience operating across policy, delivery and funding within politically or publicly funded environments.
- Knowledge of place-based economic development, public service reform, financial inclusion or the credit union sector.
- Experience engaging with elected members and senior political stakeholders.

Who are Fair4All Finance?
We are a not-for-profit organisation working with Financial Services providers to improve the financial wellbeing of people in vulnerable circumstances by increasing access to fair, affordable and appropriate financial products and services.
Founded in 2019, we are funded from the Dormant Assets Scheme. The scheme is led by the financial industry and backed by the UK government. This makes it possible for money in dormant bank and building society accounts to be used to help good causes.
