Role Purpose

The Scenario Testing & Regulatory Compliance Senior Manager is responsible for leading D&A's Scenario Testing Programme and driving operational resilience maturity across the organization. The role ensures resilience testing capabilities meet regulatory requirements, support critical service continuity, and provide evidence for audits, regulatory reviews, and customer assurance activities.

This role will establish testing standards, plan and deliver resilience exercises, identify improvement opportunities, and drive remediation activities while ensuring compliance with DORA, Operational Resilience regulations, ISO 22301 standards, and emerging regulatory requirements (UK CTP).

Key Responsibilities

Scenario Testing & Maturity

  • Own and enhance the D&A Scenario Testing strategy and roadmap.
  • Lead the design and execution of severe-but-plausible resilience scenarios and testing exercises in alignment with LSEG frameworks and standards.
  • Measure and report resilience maturity, testing outcomes, and improvement opportunities.
  • Benchmark practices against regulatory expectations and industry standards.

Regulatory Compliance & Governance

  • Act as the SME for resilience-related regulatory requirements including DORA, Operational Resilience, CTP, ICT Risk Management, and ISO 22301.
  • Coordinate regulatory reviews, audits, assessments, and evidence gathering.
  • Monitor regulatory changes and drive compliance remediation activities.
  • Maintain relevant governance reporting and resilience documentation.

Risk & Resilience Improvement

  • Identify resilience gaps, vulnerabilities, and recovery weaknesses through testing.
  • Drive remediation initiatives with Technology, Product, Operations, Security, and Risk teams.
  • Ensure testing outcomes translate into measurable resilience improvements.

Stakeholder Management

  • Partner with senior leaders across Technology, Operations, Risk, Compliance, Security, Audit, and Business Continuity teams.
  • Facilitate executive-level workshops and resilience exercises.
  • Present outcomes, risks, and recommendations to governance and leadership forums.

Qualifications & Experience

Essential

  • Extensive experience in Operational Resilience, Business Continuity, Technology Risk, or Regulatory Compliance.
  • Proven experience leading scenario testing and resilience programmes.
  • Strong understanding of DORA, Operational Resilience, ICT Risk, and Business Continuity frameworks.
  • Excellent stakeholder management, facilitation, and influencing skills.
  • Experience managing regulatory audits, reviews, and remediation programmes.

Preferred

  • Experience within Financial Services or other regulated industries.
  • Knowledge of Critical Third Party (CTP) requirements.
  • Professional certifications are beneficial.

Success Measures

  • Successful delivery of the annual Scenario Testing Programme through all D&A IBS testing completion.
  • Improved operational resilience maturity across D&A.
  • Positive audit outcomes.
  • Successfully achieved regulatory compliance including readiness for upcoming regulations.
  • Timely remediation of identified resilience risks and issues.
  • Demonstrable compliance with resilience and business continuity regulations.
