Senior Manager SSNS – Host Cities

Location: Wembley Stadium, London (with travel across the UK & Ireland)

Contract: Fixed-term | ASAP – Summer 2028

About UK & Ireland 2028 Limited

UK & Ireland 2028 Limited is the local organising committee responsible for delivering UEFA EURO 2028 across the UK & Ireland. We work on behalf of the five Football Associations and in partnership with governments, host cities, stadiums and delivery partners to plan and deliver the tournament safely, inclusively and to world-class standards.

About UEFA EURO 2028

UEFA EURO is one of the world’s largest sporting events. In 2028, it will be hosted across multiple cities in the UK & Ireland, requiring large-scale coordination across transport, infrastructure, stadiums and public services. UEFA owns the tournament and sets requirements; UK & Ireland 2028 Limited is responsible for delivering it locally.

The Role

The Senior SSNS Manager – Host Cities will provide strategic oversight, assurance and coordination across all Host Cities to support the effective development and delivery of Safety, Security and Service (SSNS) arrangements for UEFA EURO 2028. The postholder will establish and maintain a robust assurance framework to assess host city readiness, monitor progress against agreed milestones, identify emerging risks and issues, and provide independent confidence to programme governance structures regarding operational preparedness.

Host Cities will remain the accountable bodies for the planning, development and delivery of SSNS arrangements throughout the tournament lifecycle. The purpose of this role is not to direct delivery on behalf of Host Cities, but to provide assurance, guidance, challenge and support to ensure that local plans are robust, aligned to agreed standards and progressing in accordance with UEFA requirements and UK and Ireland expectations.

The role will serve as the primary interface between the national Euro 2028 programme and Host City SSNS Leads, supporting consistency in the application of SSNS principles while respecting local ownership, decision-making and accountability. Through established governance structures, coordination groups and assurance processes, the postholder will promote collaboration, identify and escalate strategic risks, and support continuous improvement across the Host City network.

What you’ll be doing

  • Maintain a clear distinction between assurance and delivery, ensuring that Host Cities retain ownership and accountability for the planning, implementation and delivery of their SSNS arrangements, whilst providing appropriate support, challenge and guidance through the assurance framework.
  • Work closely with Host City-appointed SSNS Leads and local Police force representatives through the Local Delivery Structure (LDS) and Host City governance arrangements to monitor readiness, identify issues and support the development of local solutions.
  • Provide independent scrutiny and constructive challenge to Host City plans, ensuring risks, dependencies and gaps are identified and addressed, while recognising that accountability for delivery remains with the Host City.
  • Lead and facilitate assurance reviews, coordination meetings and governance forums to monitor progress, validate preparedness and promote consistency of approach across all Host Cities.
  • Develop consolidated assurance reports, readiness assessments and strategic recommendations for programme boards and governance groups, providing clear visibility of delivery confidence, risks and mitigating actions.
  • Escalate strategic concerns, emerging risks and areas of non-compliance through the agreed Euro 2028 governance arrangements, providing senior leaders with a clear assessment of Host City readiness and confidence levels.
  • Ensure assurance, reporting and governance processes reinforce local accountability, enabling Host Cities to demonstrate ownership of planning assumptions, risk management, stakeholder engagement and operational delivery.

What we’re looking for

Essential experience and skills:

  • Managing and growing a high-performance team within complex environment.
  • Previous major event planning experience at strategic and operational level.
  • Working with multiple senior stakeholders such as Government, Police, UEFA.
  • Implementing and evolving governance structures within multi layered stakeholder structure.
  • Experience of developing and implementing Security standards, risk assessment frameworks and assurance models in complex environment.
  • Experience working within a complex C3i structure.

Location & Working Pattern

  • Based at Wembley Stadium, with travel across the UK & Ireland as required.
  • 2026: 3 days/week onsite
  • 2027: 3–4 days/week onsite
  • 2028: Full-time onsite during tournament delivery
