Role Description

The Senior Manager – Treasury Risk, Controls & Governance (RCAG/RCSA) will oversee the design, implementation, and ongoing enhancement of risk and control frameworks within the treasury function. This contract, on-site role (3 days a week) based in London involves leading the Risk and Control Self-Assessment (RCSA) process, ensuring robust governance, and monitoring adherence to internal policies and regulatory requirements. The person in this position will work closely in the treasury function but understands RCSA, controls, issue management, actions and working with 2nd line GRM.

The role is responsible for maintaining, challenging, and enhancing the Risk and Control Self-Assessment (RCSA/RCAG) frameworks, ensuring that complex treasury activities—such as liquidity management (LCR/NSFR), capital planning (ICAAP/ILAAP), and cash operations—operate under a robust internal control environment.

Key Responsibilities

Risk & Control Self-Assessments (RCAG / RCSA):

  • Lead the design, execution, and annual review of RCSAs specifically tailored to Treasury, ALM, and Liquidity Risk functions to identify operational, financial, and compliance risks.

Control Testing & Effectiveness Review:

  • Evaluate the design and operating effectiveness of key controls surrounding critical treasury processes, including regulatory calculations (LCR, NSFR), collateral management, and Funds Transfer Pricing (FTP).

Issue, Incident & Remediation Management:

  • Oversee the identification, logging, and root-cause analysis of risk events, near-misses, and control deficiencies within the Treasury department; track remediation action plans to timely closure.

Governance & Policy Oversight:

  • Review and challenge Treasury policies, operating procedures, and risk limit frameworks to ensure alignment with the bank’s Enterprise Risk Management (ERM) strategy and regulatory expectations.

Audit & Regulatory Examination Support:

  • Serve as the primary risk and controls liaison during internal audits, external reviews, and regulatory inspections (e.g., ECB/JST reviews) concerning treasury governance.

Key Qualifications & Experience

Experience:

  • Experience in Treasury Risk/Middle Office, with specialized hands-on exposure to banking treasury operations.

Technical Knowledge:

  • Deep understanding of banking treasury functions (LCR, NSFR, ILAAP/ICAAP, IRRBB) combined with strong expertise in internal control frameworks (e.g., Three Lines of Defense, SOX, COSO framework).

Education:

  • Bachelor’s or Master’s degree in Finance, Accounting, Economics, Risk Management, or a related discipline. Professional credentials such as FRM, CIA, or CRCM are highly preferred.

Soft Skills:

  • Strong analytical and independent risk-challenge mindset; excellent stakeholder management skills to work effectively alongside front-office treasury traders, risk committees, and internal auditors.

Qualifications

  • Strong experience in treasury risk management, including operational, market, liquidity, and counterparty risk within financial services or a similar environment.
  • Proven expertise in risk frameworks and methodologies such as RCAG/RCSA, control design, testing, and governance reporting.
  • Solid understanding of regulatory requirements and industry standards relevant to treasury activities and financial risk management.
  • Ability to collaborate with cross-functional teams, manage stakeholders at senior levels, and communicate complex risk concepts clearly.
  • Experience working with digital, data, or analytics tools to support risk identification, monitoring, and reporting; familiarity with AI-driven solutions is an advantage.
  • Strong analytical and problem-solving skills, with attention to detail and a structured approach to documentation and process improvement.
  • Demonstrated experience leading or coordinating audits, remediation programs, and control assurance activities.
