Senior Manager / Specialist – ICAAP & ILAAP Governance & Regulatory Frameworks

Position Summary

This role sits at the core of the bank's regulatory compliance, risk management, and Treasury strategy, specifically tailored for institutions under the direct supervision of the European Central Bank (ECB). The incumbent will lead the end-to-end design, execution, and enhancement of the Internal Capital Adequacy Assessment Process (ICAAP) and Internal Liquidity Adequacy Assessment Process (ILAAP) frameworks, ensuring alignment with ECB expectations and the annual Supervisory Review and Evaluation Process (SREP).

Key Responsibilities

ICAAP & ILAAP Framework Ownership

  • Lead the end-to-end drafting, coordination, and governance of annual ICAAP and ILAAP reports and documentation packages for submission to the ECB/Joint Supervisory Team (JST).

Liquidity & Funding Adequacy (ILAAP)

  • Oversee the bank’s internal liquidity risk assessment, stress-testing methodologies, survival period modeling, and contingency funding plans (CFP) beyond standard LCR and NSFR metrics.

Capital Adequacy & Risk Quantification (ICAAP)

  • Drive both the Normative and Economic perspectives of the ICAAP, ensuring capital adequacy captures material risks (including Interest Rate Risk in the Banking Book - IRRBB, concentration, and credit risks).

Stress Testing & Scenario Design

  • Develop and execute robust, forward-looking macroeconomic and idiosyncratic stress scenarios for both capital and liquidity to evaluate severe balance sheet impacts.

ECB / SREP Management

  • Act as a key point of contact for internal audit, external validators, and regulatory examiners during ECB on-site inspections and the annual SREP cycle.

Cross-Functional Governance

  • Collaborate closely with Risk Management, Finance, Treasury, and Executive Committees (ALCO, Risk Committee) to embed ICAAP/ILAAP findings into business strategy and risk appetite frameworks.

Key Qualifications & Experience

Experience

  • 8 + years of professional experience in Regulatory Reporting, Treasury, Risk Management, or Capital/Liquidity Planning within a European banking institution.
  • Direct, hands-on experience dealing with ECB regulations, SREP expectations, and drafting ICAAP/ILAAP documentation.

Education

  • Master’s or Bachelor’s degree in Finance, Economics, Risk Management, or a quantitative discipline. Professional qualifications (such as FRM, CFA, or PRM) are highly desirable.

Technical & Regulatory Knowledge

  • Comprehensive understanding of Basel III/IV, CRD/CRR, and EBA/ECB guidelines on ICAAP, ILAAP, and IRRBB.
  • Strong familiarity with quantitative modeling, risk aggregation, and balance sheet forecasting.

Soft Skills

  • Exceptional written and verbal communication skills, with a proven ability to synthesize complex risk data into executive-ready reports for regulators and senior leadership.
