Senior MEICA Delivery Manager - MEICA & Construction Delivery

Midlands | Multi-Site | Major Capital Infrastructure Programme

Lead the delivery of one of the UK's largest capital infrastructure investment programmes.

An exceptional opportunity has arisen for an experienced Senior MEICA Delivery Manager (called a Senior Programme Manager internally) to join a leading organisation delivering a major long-term capital investment programme within the utilities and infrastructure sector.

This is a strategic leadership role, responsible for overseeing the successful delivery of a portfolio of complex MEICA and construction projects from concept through to commissioning and handover. Working across multiple sites, you'll provide programme-level leadership, technical assurance and governance while driving safe, efficient and high-quality project delivery.

This is an excellent opportunity for a senior construction or engineering leader looking to shape the delivery of nationally important infrastructure projects while leading high-performing multidisciplinary teams.

The Opportunity

Reporting into the senior leadership team, you'll be responsible for providing strategic direction across multiple programmes, ensuring projects are delivered safely, efficiently, on time and within budget.

You'll oversee project managers and technical teams, managing programme risks, construction delivery, commercial performance and stakeholder engagement while ensuring the highest standards of governance and engineering excellence.

This role offers significant autonomy and the opportunity to influence delivery strategy across a major capital investment programme.

Key Responsibilities

Programme Leadership

  • Lead the successful delivery of complex MEICA and construction programmes from design through to commissioning and handover.
  • Provide strategic leadership across multiple project teams, ensuring alignment with programme objectives and business priorities.
  • Drive collaboration between engineering, commercial, operational and construction teams.
  • Mentor, develop and lead Project Managers and multidisciplinary delivery teams.

Construction & Technical Delivery

  • Provide senior oversight of mechanical, electrical, instrumentation, control and automation (MEICA) activities.
  • Ensure projects are buildable, constructable and fully prepared for successful commissioning and operational handover.
  • Oversee construction sequencing, technical assurance and programme integration across multiple projects.
  • Resolve complex engineering, construction and delivery challenges.

Risk & Governance

  • Lead programme-level risk management, identifying and mitigating technical, commercial and operational risks.
  • Ensure robust governance, reporting and project controls are maintained throughout delivery.
  • Drive continuous improvement and ensure lessons learned are embedded across programmes.
  • Promote innovation and digital solutions to improve project delivery.

Commercial & Stakeholder Management

  • Work closely with commercial teams to optimise programme performance, value and supply chain delivery.
  • Support investment planning, programme prioritisation and long-term delivery strategy.
  • Build strong relationships with clients, delivery partners, contractors and senior internal stakeholders.
  • Represent the programme within governance and executive forums.

Health, Safety & Compliance

  • Champion a proactive safety culture across all programmes.
  • Ensure compliance with CDM regulations, construction legislation and engineering standards.
  • Promote best practice across construction delivery, commissioning and operational readiness.

About You

You'll be an experienced senior programme or project leader with a proven track record of delivering complex infrastructure programmes involving significant MEICA scope.

Essential

  • Significant experience leading large infrastructure or construction programmes.
  • Strong background in MEICA delivery within utilities, infrastructure, energy or other regulated industries.
  • Proven experience managing projects through design, procurement, construction, commissioning and handover.
  • Experience leading multidisciplinary project teams across multiple sites.
  • Strong understanding of NEC contracts and programme-level commercial management.
  • Excellent leadership, communication and stakeholder management skills.
  • Demonstrable experience managing programme risks, governance and performance.
  • Strong understanding of construction health and safety legislation, including CDM.

Desirable

  • Project Management qualification (or equivalent experience).
  • Engineering or construction-related qualification.
  • SMSTS, IOSH, NEBOSH or equivalent health and safety qualification.
  • NEC accreditation or formal contract management training.
  • Experience delivering major capital investment programmes within utilities or regulated infrastructure.
