Senior MEP Quantity Surveyor Job Overview
A leading Tier 1 Contractor is seeking an experienced Senior Quantity Surveyor with a strong MEP background to join the commercial team on a major hyperscale data centre development in Blyth, Northumberland.
The Senior MEP Quantity Surveyor will take commercial responsibility for a range of high-value mechanical, electrical, controls and commissioning packages. These may include HV and LV distribution, generators, UPS systems, containment, cabling, cooling systems, pipework, ventilation, fire protection, BMS and EPMS installations.
Working closely with the MEP Commercial Manager, Project Director, engineering teams and specialist subcontractors, you will manage package procurement, cost control, valuations, contractual change and final accounts while protecting the contractor's commercial position.
This is an excellent opportunity for a Senior Quantity Surveyor or Senior MEP Quantity Surveyor looking to work on one of the UK's most significant mission-critical construction projects.
Key Responsibilities of the Senior MEP Quantity Surveyor
MEP Commercial Management
- Take commercial ownership of designated mechanical, electrical and specialist systems packages.
- Manage packages from procurement and subcontract award through construction, commissioning and final account.
- Develop a detailed understanding of each package scope, programme and contractual requirements.
- Provide commercial advice to the MEP Commercial Manager, Project Director and package management teams.
- Monitor package performance against agreed budgets and commercial objectives.
- Identify commercial risks, opportunities and potential areas of financial exposure.
- Ensure commercial activities comply with company procedures and client requirements.
- Protect the contractor's contractual and financial position throughout the project lifecycle.
Cost Control and Financial Reporting
- Establish and maintain detailed budgets for allocated MEP packages.
- Monitor committed costs, actual expenditure, accruals and forecast costs.
- Prepare monthly cost-value reconciliation reports.
- Develop accurate cost-to-complete forecasts for mechanical and electrical packages.
- Analyse package performance against budget and explain commercial movements.
- Maintain cash-flow forecasts and support overall project financial reporting.
- Identify potential cost overruns and agree appropriate mitigation measures.
- Provide commercial updates for project and senior management reviews.
- Maintain accurate records and supporting commercial documentation.
MEP Package Procurement
- Support or lead the procurement of mechanical, electrical, controls and commissioning packages.
- Prepare tender documentation, scopes of work, bills of quantities and pricing schedules.
- Undertake measurements and quantity take-offs from drawings, specifications and BIM models.
- Issue tender enquiries and manage subcontractor clarifications.
- Complete detailed commercial comparisons and tender analysis.
- Identify qualifications, exclusions, scope gaps and commercial risks within tender returns.
- Participate in commercial negotiations and subcontractor interviews.
- Prepare subcontract award recommendations for management approval.
- Ensure subcontract agreements clearly define scope, programme, testing, commissioning and handover requirements.
Contract and Subcontract Administration
- Administer subcontract agreements in accordance with the relevant conditions of contract.
- Ensure contractual notices and commercial correspondence are issued within the required timescales.
- Maintain accurate records of instructions, notices, quotations and agreements.
- Review subcontractor applications for payment and assess completed works.
- Prepare valuation recommendations, payment notices and pay-less notices where required.
- Manage retention, contra-charges, damages and other contractual deductions.
- Monitor subcontractor insurances, bonds, warranties and collateral warranties.
- Support the administration of NEC, JCT or bespoke construction contracts, as applicable.
- Maintain a clear commercial audit trail throughout the project.

Change and Variation Management
- Identify changes arising from design development, client instructions, RFIs and site conditions.
- Maintain accurate variation, compensation event and change-control registers.
- Prepare and submit quotations for instructed or anticipated changes.
- Assess subcontractor variation submissions and challenge costs where appropriate.
- Ensure changes are properly notified, substantiated, valued and recorded.
- Track the effect of variations against package budgets and project forecasts.
- Liaise with design, engineering, construction and planning teams to evaluate the impact of change.
- Negotiate variation values with subcontractors, consultants and client representatives.
- Ensure agreed changes are incorporated into valuations and financial reports.
Applications, Valuations and Payments
- Prepare accurate monthly valuations and applications for payment.
- Ensure applications are supported by appropriate measurements, records and substantiation.
- Agree package valuations with the client's commercial representatives.
- Review subcontractor applications against verified design, installation and commissioning progress.
- Conduct site measurements and verify completed works.
- Ensure procured equipment, off-site materials and completed installations are correctly valued.
- Monitor payment cycles and help resolve disputed or delayed valuations.
- Maintain accurate records of certified amounts, payments and outstanding balances.
- Support effective project cash-flow management.
Claims and Commercial Risk
- Identify potential contractual entitlement relating to delay, disruption and scope change.
- Maintain contemporaneous records to support commercial claims and contractual positions.
- Assist with preparing and reviewing loss and expense, disruption and prolongation assessments.
- Coordinate with planning teams to evaluate the programme and cost impact of delays.
- Review subcontractor claims and prepare appropriate commercial responses.
- Identify risks relating to design information, procurement, vendor delays and commissioning.
- Maintain package-level risk and opportunity registers.
- Develop commercial mitigation measures with the wider project team.
- Escalate significant risks and exposures to the MEP Commercial Manager.
MEP Package Expertise
- Manage commercial activities relating to HV and LV power distribution systems.
- Support the procurement and cost management of generators, UPS systems, switchgear and transformers.
- Manage containment, busbar, cabling, lighting and small-power packages.
- Oversee the commercial administration of cooling, ventilation and heat-rejection systems.
- Manage mechanical pipework, pumps, valves and water-treatment packages.
- Support fire detection, fire alarm, sprinkler and specialist suppression packages.
- Manage BMS, EPMS, controls and instrumentation package requirements.
- Understand interfaces between mechanical, electrical, CSA and specialist vendor packages.
- Assist the project team in identifying package scope gaps and potential interface risks.
- Support value engineering, buildability and procurement reviews from a commercial perspective.
Testing, Commissioning and Handover
- Ensure testing, commissioning and handover obligations are captured within subcontract scopes.
- Monitor the commercial status of factory acceptance testing and site acceptance testing.
- Assess payment milestones associated with equipment delivery, installation and commissioning.
- Support the commercial management of integrated systems testing and final client demonstrations.
- Track outstanding defects, commissioning activities and contractual deliverables.
- Ensure O&M manuals, training, warranties and as-built information are commercially linked to package completion.
- Manage commercial exposure associated with delayed commissioning or incomplete documentation.
- Confirm that package completion criteria are satisfied before final payment and retention release.

Project and Stakeholder Coordination
- Work closely with the MEP Commercial Manager, Project Director and engineering management team.
- Attend commercial, procurement, design and package review meetings.
- Liaise with clients, consultants, subcontractors, suppliers and specialist vendors.
- Collaborate with design teams to understand the commercial impact of design development.
- Coordinate with planning teams regarding progress, procurement, delay and recovery programmes.
- Provide commercial input into project risk and opportunity reviews.
- Build effective relationships while protecting the contractor's commercial interests.
- Communicate commercial issues clearly to both technical and non-technical stakeholders.
Team Development
- Provide guidance and support to Quantity Surveyors, Assistant Quantity Surveyors and commercial administrators.
- Review junior team members' valuations, measurements and commercial reports.
- Allocate tasks and monitor the completion of package commercial activities.
- Promote consistent use of company systems and commercial procedures.
- Support the technical and professional development of junior colleagues.
- Share MEP commercial knowledge and lessons learned across the project.
- Contribute to a collaborative and accountable commercial team culture.
Final Accounts and Project Close-Out
- Manage subcontractor accounts through to commercial close-out.
- Negotiate and agree subcontractor final accounts.
- Ensure all variations, claims, contra-charges and outstanding liabilities are resolved.
- Support the preparation and agreement of the main contract final account.
- Monitor the release of retention in accordance with contractual requirements.
- Ensure warranties, bonds and contractual close-out documents are received.
- Prepare package close-out reports and reconcile final costs against budget.
- Capture commercial lessons learned for future projects.
Essential Qualifications and Experience of the Senior MEP Quantity Surveyor
- Degree in Quantity Surveying, Commercial Management, Construction Economics or a related discipline.
- Minimum five years' quantity surveying experience within the construction or engineering sector.
- Strong commercial experience managing mechanical, electrical or building services packages.
- Experience in package procurement, subcontract administration and cost control.
- Ability to prepare measurements, tender documentation, pricing schedules and commercial comparisons.
- Experience preparing valuations, forecasts, cost-value reconciliations and cost-to-complete reports.
- Strong understanding of change control, variations, claims and final accounts.
- Working knowledge of NEC, JCT or bespoke construction contracts.
- Good technical understanding of MEP systems, construction processes and package interfaces.
- Strong negotiation, analytical and financial management skills.
- Excellent written and verbal communication abilities.
- Competence using Microsoft Excel and commercial reporting systems.
- Ability to manage multiple packages, deadlines and commercial priorities.
- Willingness to work in a site-based environment in Blyth.
- Eligibility to work in the United Kingdom.
Desirable Experience
- Previous experience working on hyperscale data centres, mission-critical facilities or large-scale technology projects.
- Experience managing high-value MEP packages for a Tier 1 Contractor.
