Location - Birmingham

This is a SECONDMENT opportunity until 29th October 2027 after which in some circumstances the role may become a permanent position.

Salary - Base salary: From £54,878 pa depending on skills and experience. In addition, we offer flexible benefits fund of 20% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits - check them out in the Benefits section on our website.

As a Senior Operational Property Manager at HS2 you will be responsibility for effective and efficient management of the property portfolio acquired by HS2 with a focus on management, interim uses and future disposal of operational land requirements in support of construction project delivery objectives.

About the role:

  • Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.
  • Manage and lead the approach to ensure the HS2’s land and property portfolio is commercially focused and supports operational construction requirements.
  • Lead contact with HS2’s appointed property managing agents to ensure high quality estate management including monitoring through monthly reports and KPI’s their performance on lettings, rent collection, maintenance, repair and disposals.
  • Lead on the co-ordination of the suppliers in the development and implementation of technical and strategic projects to ensure delivery of operational construction requirements, compliance with new and current legislation, best practice and improvement of the performance of the portfolio
  • Lead and manage the liaison with the Property Acquisition, Disposals and wider Construction teams to develop full awareness of the operational requirements relevant to the managed portfolio to ensure timely issue of instructions to Managing agents to undertake the handover / handback of properties into management, disposal pipeline or, from management to construction
  • Manage specific projects and workstreams relating to the managed portfolio which support wider operational and disposal objectives
  • Manage the monitoring of day to day management of properties by the appointed agents including evaluation and instruction of repair and maintenance works and subsequent monitoring and budgeting of fees and expenses and ensuring all land and buildings in the HS2 property portfolio comply with Health and Safety regulations and legislation including CDM and that the Company’s Health and Safety policy and processes are fully implemented
  • Working with the Property Management team and Land and Property’s Finance representative in the preparation of financial reports and forecasts including monthly income and cost statements
  • Leading on Investment refurbishment project from completion of acquisition through budget and tender stages through project being on site including reporting and obtaining relevant sign off from DfT and reporting on KPI adherence
  • Adhere to HS2 Ltd’s Health and Safety policies.

About You:

Skills:

  • Relationship management and communication skills with the ability to adopt different styles with different stakeholders and able to work effectively across teams and lead delivery through matrixed relationships
  • Influencing & negotiation skills
  • Effective decision making
  • Communication skills – including the ability to draft concisely, clearly and persuasively and present strategies and solutions through papers, reports and presentations
  • Analysis skills – including distilling information from multiple sources and turning it into clear communications including reports and briefings
  • Political Savvy –including the ability to identify political considerations and work towards achieving the best outcome for Land and Property, the Claimant and Affected Parties, for HS2 Ltd and ultimately the tax-payer.
  • Innovative and critical thinking skills – including the ability to managing competing priorities

Knowledge:

  • Knowledge of agricultural land management
  • Knowledge of lettings, rent collection, maintenance, repair and disposals process and technical aspects of general practice surveying
  • Understanding of legal obligations and liabilities in relation to property ownership, occupation and management.
  • Understanding of property income and expenditure budgeting, forecasting and accounting

Type of experience:

  • Experience in operating in a mixed asset property management and / or project environment.
  • Experience of leading and operating in a team environment.
  • Experience of working with suppliers to develop effective working relationships.
  • Management of supplier performance to ensure delivery though the supply chain.
  • Experience of developing and interpreting financial reporting related to Land and Property activities
  • Experience of working with large and complex property portfolios in a project environment.
