Senior People Policy Consultant
Location: London / Hybrid
Contract: Daily rate

About the Role
We are looking for an experienced Senior People Policy Consultant to lead a significant programme of work reviewing, developing and implementing integrated HR policies and procedures within a complex organisation.
This is a senior role within an Employee Relations and Policy function, with responsibility for managing a portfolio of complex and strategically important policy areas, while coordinating wider policy workstreams and ensuring key milestones are delivered.
You will work closely with senior leaders, recognised Trade Unions and colleagues across the People function, leading policy development, consultation and implementation activity. You will also provide day-to-day leadership and support to a Policy Consultant and help maintain momentum across the wider programme.
Key Responsibilities
- Lead and personally deliver complex HR and people policy reviews, development and implementation.
- Lead the planning, prioritisation and delivery of the HR policy integration programme.
- Develop and maintain programme plans, milestones, dependencies, risks and reporting arrangements.
- Coordinate policy development, consultation, approval and implementation across multiple workstreams.
- Provide senior professional advice on policy interpretation, application and implementation.
- Develop practical policy solutions that balance legal compliance, organisational requirements and employee experience.
- Build effective relationships with senior leaders, Trade Unions and key stakeholders.
- Lead consultation and engagement activity relating to HR policy development and implementation.
- Prepare and present recommendations, reports and briefing papers.
- Monitor delivery against agreed deadlines, proactively identifying and resolving risks, barriers and delays.
- Apply expert professional judgement to complex HR policy issues and provide evidence-based recommendations.
- Analyse legislative developments, organisational requirements and stakeholder feedback to inform policy development.
- Provide professional leadership and quality assurance across allocated policy workstreams.
- Ensure policy documentation and consultation materials are accurate, legally robust and appropriately governed.
- Support effective use of resources and ensure value for money across the programme.
- Embed equality, diversity and inclusion considerations throughout policy and project activity.
- Promote efficient and sustainable ways of working, including the effective use of digital tools and technology.

About You
- You will be an experienced HR / People professional with significant experience of developing, reviewing and implementing complex HR policies within a large or complex organisation.
You will have:
- Chartered MCIPD membership, equivalent professional standing, or a broad-based business qualification alongside significant practical HR experience.
- Strong knowledge of UK employment legislation, HR policy best practice and policy governance.
- Significant experience of leading and personally delivering complex HR or people policy development, review and implementation.
- Experience leading HR, policy or organisational change programmes within complex organisations.
- Proven experience managing programme plans, milestones, risks and dependencies and delivering against demanding deadlines.
- Strong digital capability and adaptability.
- Experience leading consultation and engagement with senior stakeholders and Trade Unions.
- Excellent communication, influencing and stakeholder management skills.
- Experience of collective consultation and preparation for negotiation activity.
- The ability to work autonomously, exercise sound professional judgement and develop practical, proportionate solutions to complex policy issues.
- Experience of leading, coordinating or supporting staff and project resources to deliver complex programmes.
- Strong financial awareness and a commitment to value for money.
- A commitment to professional integrity, ethical practice and effective organisational governance.

Desirable Experience
- Knowledge and experience of the Higher Education sector and its regulatory environment.
- Awareness of emerging technologies, including AI-enabled tools, and their appropriate use in policy development and governance.
What We’re Looking For
- We’re looking for someone who can combine strong technical HR and employment policy expertise with excellent programme management, stakeholder engagement and influencing skills.
- You will be comfortable operating at a senior level, managing complex and sometimes competing priorities, working collaboratively with Trade Unions and senior stakeholders, and turning complex organisational requirements into clear, practical and well-governed policy solutions.
