Job Description

Play a key role in shaping how Elgin manages its portfolio and supports its continued growth.

The Senior Portfolio Manager will help strengthen how Elgin manages its portfolio, supporting the adoption of One Elgin, Elgin’s standardised portfolio governance and delivery framework, as a practical and scalable way of working that supports growth, delivery and commercial decision-making.

The role will work across project teams, functional leaders and senior forums to ensure there is a clear view of portfolio priorities, delivery constraints, resource requirements and value drivers. It will use existing PMO tools and reporting infrastructure, but the emphasis is on turning portfolio information into insight, constructive challenge and follow-through that will support the business needs.

What you will do:

Portfolio Strategy and Governance Adoption

  • Embed the portfolio governance model as the standard way of managing projects, phase-gates, approvals and escalation across the development portfolio.
  • Shape how the framework evolves as the portfolio scales, including lessons learnt from live projects, acquired projects and construction-stage interfaces.
  • Support integration of new or acquired projects into standard portfolio processes, ensuring early clarity on ownership, phase-gate alignment, reporting visibility and transition requirements.
  • Act as a trusted partner to Project Leads and functional teams, helping them navigate governance requirements while maintaining pace and delivery focus.

Governance, Investment Readiness and Decision Support

  • Support senior governance forums with clear, commercially grounded materials that enable decisions on project progression, funding, risk acceptance and prioritisation.
  • Work with Project Leads to prepare phase-gate, committee and approval materials that clearly explain the decision required, value case, programme impact, key risks and recommended action.
  • Strengthen the quality of committee and investment materials by improving the clarity of the recommendation, supporting rationale, key risks, commercial implications and decision required.
  • Drive alignment and follow-through across Project Leads, Heads of Department and senior stakeholders, using strong stakeholder engagement and influencing skills to maintain momentum and clarity.

Portfolio Insight, Data Quality and Resource Visibility

  • Maintain a forward-looking view of portfolio delivery, using reports, dashboards and project data to highlight constraints, risks, dependencies and emerging priorities.
  • Work with Project Leads and functional owners to improve the quality, consistency and decision-usefulness of portfolio information.
  • Support capacity planning and resource visibility by linking project phase progression, target commercial outcomes and functional resource demand.
  • Translate portfolio data into clear insight for senior stakeholders, including where resource gaps, data gaps or delivery blockers could affect programme, returns or governance commitments.

Commercial Focus and Continuous Improvement

  • Apply strong commercial judgement to understand how returns, funding requirements, programme risk, delivery constraints and governance decisions interact.
  • Identify opportunities to simplify governance, improve decision quality and reduce friction for project teams while maintaining appropriate control.
  • Capture recurring themes, lessons learned and improvement opportunities from live project reviews, approval forums and phase-gate activity.
  • Promote a consistent, forward-looking and decision-led portfolio culture across the development lifecycle.
  • Ensuring appropriate use of tools, templates and processes across Elgin’s portfolio and driving continuous improvement on portfolio reporting and decision making.

Your profile

  • Ideally 5+ years of experience in portfolio management, programme management, or project development within renewable energy, infrastructure or another capital-intensive sector.
  • Strong understanding of project governance, development lifecycle management, phase-gates and cross-functional delivery.
  • Ability to develop concise, commercially grounded and decision-focused materials for senior stakeholders, investment forums and committee audiences.
  • Strong commercial awareness, with the ability to understand project returns, funding requirements, programme risk, resource constraints and governance implications.
  • Strong stakeholder management and influencing skills across Project Leads, Heads of Department, functional teams and senior leadership.
  • Comfortable using portfolio systems, reporting tools and dashboards to create insight, improve visibility and support better decisions.
  • Ability to combine governance discipline with a pragmatic, strategic and improvement-focused mindset.
  • Structured and delivery-focused, with a strong bias toward clarity, action and follow-through.
  • Experience managing and developing direct reports, with the ability to set clear priorities, coach team members, support performance development and build capability within the Portfolio function.
