Job Title: Senior Portfolio Programme Manager

Reports To: Product & Service Design Director

Location: Remote with travel when required

Salary: Competitive plus Benefits

Purpose

The Senior Portfolio Programme Manager will be responsible for ensuring the successful delivery, governance, and coordination of Bell's Product & Service Design portfolio. The role provides leadership across multiple programmes, service initiatives, and AI-First pillars, ensuring approved propositions progress through service design, governance, and launch readiness in a controlled and transparent manner.

The role operates as the central orchestration function across the Product & Service Design portfolio, providing executive visibility of priorities, dependencies, risks, investment decisions, and delivery health. The Senior Portfolio Programme Manager ensures that resources, stakeholders, and workstreams remain aligned to strategic objectives and that the Service Portfolio is developed and governed as a coherent, commercially valuable portfolio. The role acts as the primary integration point across Product Managers, Service Architects, Portfolio Programme Managers, and key business stakeholders, ensuring delivery activities are aligned and sequenced effectively.

A key element of the role is the coordination and prioritisation of cross-service, cross-workstream, and cross-functional dependencies. The Senior Portfolio Programme Manager ensures initiatives progress as an integrated portfolio rather than independent projects, providing a single view of portfolio health, delivery confidence, and strategic outcomes. The role is accountable for driving governance, facilitating executive decision-making, and leading Steering Committees (SteerCo), Executive Committees (ExCos), portfolio review boards, and other governance forums as required to support service development, investment decisions, launch readiness, and portfolio lifecycle management.

Role Responsibilities

  • Develop and maintain the integrated Product & Service Design portfolio roadmap across all service pillars.
  • Coordinate delivery activity across Product Managers, Service Architects, and Portfolio Programme Managers.
  • Own Service portfolio governance, prioritisation frameworks, delivery cadences, and stage gate processes.
  • Establish and maintain portfolio-level RAID management, dependency mapping, decision logs, and escalation processes.
  • Coordinate and prioritise cross-workstream, cross-service, and cross-functional dependencies, ensuring risks, impacts, and resource constraints are understood and proactively managed.
  • Provide executive reporting, dashboards, portfolio performance insights, and delivery confidence assessments.
  • Coordinate service launch readiness activities across Product, Sales, Marketing, Legal, Commercial, Finance, Delivery, and Operations teams.
  • Ensure approved propositions transition effectively from Product evaluation into Product & Service Design delivery and governance.
  • Support service lifecycle governance, service reviews, roadmap management, and portfolio optimisation activities.
  • Track delivery outcomes, benefits realisation, investment performance, and strategic objectives across the portfolio.
  • Lead and facilitate Steering Committees (SteerCos), Executive Committees (ExCos), governance forums, and portfolio review boards, ensuring clear decision-making, ownership, and action management.
  • Prepare executive briefings, governance packs, decision papers, and investment recommendations for senior leadership.
  • Drive consistency in programme management standards, governance processes, reporting, and portfolio artefacts across the function.
  • Support portfolio capacity planning, resource forecasting, and investment prioritisation across service pillars and initiatives.
  • Identify, assess, and mitigate delivery risks that could impact service launch, customer readiness, strategic objectives, or portfolio performance.
  • Act as the primary coordination point for major cross-functional programmes impacting the Service Portfolio, ensuring all workstreams remain aligned and progress as a single integrated programme where applicable.
  • Facilitate portfolio-level trade-off decisions relating to scope, priority, investment, resource allocation, and delivery sequencing.
  • Maintain visibility of programme and portfolio health, ensuring leadership teams have clear insight into delivery status, risks, dependencies, and opportunities.
  • Work closely with Product Managers, Service Architects, and Business Change Managers to ensure service development, readiness, and adoption activities remain aligned.

Person Specification

Must Have

  • 8+ years' experience in programme, portfolio, or transformation management.
  • Proven experience managing multiple complex programmes, portfolios, or strategic initiatives simultaneously.
  • Strong experience in governance, prioritisation, dependency management, and portfolio planning.
  • Experience leading executive governance forums, Steering Committees, and senior stakeholder engagement.
  • Demonstrable experience coordinating cross-functional teams across Product, Technology, Commercial, and Operational functions.
  • Strong understanding of portfolio management, benefits realisation, and investment governance.
  • Excellent communication, facilitation, negotiation, and influencing skills.
  • Strong analytical, reporting, and problem-solving capabilities.
  • Experience developing executive reporting, dashboards, and governance packs.
  • Ability to operate effectively in fast-paced transformation and change environments.

Desirable

  • MSP, PgMP, MoP, Prince2 Practitioner, or equivalent certifications.
  • Experience within managed services, technology services, or product-led organisations.
  • Experience supporting AI, digital transformation, or service portfolio initiatives.
  • Familiarity with Agile, Waterfall, and hybrid delivery methodologies.
  • Experience with Jira, Smartsheet, Microsoft Project, Planner, and Power BI.
  • Understanding of service lifecycle management, product development, and service design principles.
