Morgan Law is delighted to be supporting a major public sector organisation in the appointment of a Senior Procurement & Contracts Manager
This is an excellent opportunity for an experienced procurement and commercial professional with expertise in Estates, Development, Regeneration, Property, Construction or Facilities Management categories to play a key role in delivering value, managing risk, and supporting the successful delivery of a substantial capital portfolio.
The Opportunity
Reporting directly into the Finance Director, you will lead the organisation's procurement and commercial function, providing strategic advice and commercial expertise across a wide range of projects and contracts.
You will work closely with senior stakeholders, project teams and service managers, supporting the delivery of major construction, estates and development projects whilst ensuring compliance with public procurement regulations and best practice contract management.
Key responsibilities include:
- Leading and developing the procurement function and procurement strategy.
- Managing the procurement pipeline and providing commercial advice throughout project lifecycles.
- Supporting business case development, market engagement and sourcing strategies.
- Advising on contract structures, including NEC and other industry-standard forms of contract.
- Driving best practice contract and supplier management across the organisation.
- Managing key Facilities Management, compliance and estates-related contracts.
- Overseeing landlord and tenant relationships across a commercial property portfolio.
- Developing commercial capability across the wider organisation through coaching and stakeholder engagement.
- Managing a small team and contributing to the organisation's wider strategic objectives.

About You
We are particularly interested in speaking with candidates who can demonstrate:
- Significant procurement and contract management experience within Estates, Property, Development, Regeneration, Construction or Facilities Management environments.
- Strong knowledge of public sector procurement regulations and governance requirements.
- Experience delivering high-value procurements and managing complex supplier relationships.
- Commercial acumen with a proven ability to drive value throughout the procurement and contract lifecycle.
- Understanding of NEC and other construction-related contract forms.
- Experience managing outsourced service providers and facilities management contracts.
- Knowledge of landlord and tenant matters, service charges and property-related contract arrangements.
- Excellent stakeholder management and influencing skills.
- Previous people management or team leadership experience.
- The ability to work autonomously while building strong relationships across an organisation.

- MCIPS qualification or equivalent professional accreditation.
