Senior Procurement Manager/ Senior Buyer - Drive complex procurement & subcontracting activities within a major project environment

Description
As a Senior Procurement Specialist, you will take ownership of end-to-end procurement projects and activities, from developing sourcing strategies and managing tenders through to supplier negotiations, contract award and ongoing supplier performance management.
You will act as a trusted procurement leader to stakeholders, ensuring procurement activities align with project schedules, commercial objectives and operational requirements.
Key Responsibilities
- Lead strategic sourcing and subcontract procurement activities across projects and business operations.
- Develop and implement procurement strategies and sourcing plans.
- Manage the full tender process, including supplier selection, evaluation and contract award.
- Draft, negotiate and manage subcontract agreements and terms & conditions.
- Lead commercial negotiations to secure best-value outcomes.
- Manage supplier performance and contractual obligations throughout project delivery.
- Support Supplier Relationship Management (SRM) and Supplier Performance Management (SPM) initiatives.
- Collaborate with Project Management, Engineering, Commercial and Planning teams.
- Deliver cost savings, cost avoidance and supply chain improvements.
- Ensure compliance with procurement governance, contractual requirements and HSSE standards.
- Mentor and support junior procurement professionals.
Profile
As a procurement professional you will have strong commercial acumen with practical experience managing subcontractors within a complex project environment.
- Proven procurement experience within a highly regulated environment engineering, construction, infrastructure, defence, nuclear or major project environments.
- Ideally strong understanding of subcontract management and contract flow-down requirements.
- Experience leading end-to-end sourcing and tendering activities.
- The ability to draft and negotiate subcontract terms and conditions.
- Must have strong knowledge of JCT/ NEC3 and/or NEC4 contracts.
- Strong supplier management and stakeholder engagement skills.
- Commercial awareness including risk management, forecasting and cost analysis.
- The confidence to influence and collaborate across multidisciplinary teams.

Desirable
- MCIPS qualified or working towards Chartered status.
- Degree qualified or equivalent professional experience.
- Experience supporting major bids and proposals.
- Knowledge of regulated industries or public sector procurement.
- Experience using ERP or procurement systems.
- Exposure to procurement process improvement and transformation initiatives.

Due to the highly regulated nature of this programme and associated security requirements, applicants must be eligible to obtain and maintain UK security clearance. To be considered, you must:
- Have been a UK resident for a minimum of 5 consecutive years.
- Be able to commute to Warrington
- Demonstrate a strong background in end-to-end procurement within complex project, engineering, infrastructure or regulated environments.
- Have proven experience working with NEC and/or JCT contracts, including subcontract management and administration.

🔹 Key Responsibilities
- Developing and implementing procurement and category strategies
- Managing end-to-end tendering and sourcing activities
- Leading supplier and subcontractor negotiations
- Procuring subcontract packages and supporting major project delivery programmes
- Building strong relationships with engineering, commercial, quality, operational and project teams
- Managing supplier performance, risk and contract delivery
- Driving value, cost efficiencies and supply chain resilience
What We're Looking For
- Experience as a Senior Buyer, Procurement Manager or Category Manager
- Strong strategic sourcing, tendering and commercial negotiation skills
- Ideally experience procuring subcontract packages would be beneficial
- Ability to influence and engage stakeholders across technical and operational functions
- Background within construction, engineering, civils, infrastructure, utilities, manufacturing, defence or similar sectors
- NEC or JCT contract experience preferred
