About The Role
This is a fantastic opportunity to join us at Balfour Beatty, in your role as Senior Procurement Manager, you will lead procurement across designated Power T&D Scotland programmes and projects, shaping and translating business objectives into procurement and supply chain strategies that support work winning, project delivery, and sustainable growth.
Reporting to the Head of Procurement, the role owns procurement performance across the allocated portfolio, provides leadership through Procurement Managers and wider procurement teams, and ensures supply chain capability, commercial outcomes, and governance are aligned with business and customer requirements.
As a member of the Scotland Procurement Leadership Team, the role influences senior stakeholders, develops future market capacity, and uses pipeline and market intelligence to improve delivery certainty, resilience, and long-term value.
What you'll be doing
Strategy and portfolio leadership
- Own procurement strategy and performance across the allocated portfolio, translating programme demand, customer priorities, and business objectives into clear delivery plans.
- Shape routes to market, packaging strategies, supplier engagement, and aggregation opportunities using market intelligence and forward pipeline visibility.
- Provide strategic direction on priorities, key decisions, risks, and opportunities, ensuring procurement remains ahead of programme requirements.
- Lead critical negotiations, high-value procurement activities, and supplier escalations, presenting clear options and recommendations where senior intervention is required.
- Define and track procurement value across cost, programme certainty, risk reduction, resilience, innovation, carbon, and social value.
Supply chain and market development
- Assess supply chain capability and capacity against current and future programme demand, identifying constraints and developing practical mitigation plans.
- Convert pipeline visibility into focused market engagement and capacity priorities, creating confidence for strategic suppliers to invest in people, facilities, and delivery capability.
- Lead portfolio-level supplier segmentation, identifying where strategic relationships, improvement plans, capacity commitments, or alternative market solutions are required.
- Broaden capable supply options through supplier development, new entrants, and innovative delivery models, including opportunities progressed through Deliver Differently.
- Use portfolio insight to influence category strategies, framework development, and sourcing models across Power T&D Scotland and the wider business.
Leadership and capability
- Lead, coach, and develop Procurement Managers, Senior Buyers, Buyers, and Graduates, creating clear accountability from strategy through to delivery.
- Deploy resources across programmes and projects in line with complexity, priority, capability, and development need.
- Build succession, capability, and workforce plans aligned to future business requirements.
- Create a high-performing culture that promotes ownership, collaboration, constructive challenge, early escalation, and continuous improvement.

Stakeholder and customer leadership
- Provide strategic procurement advice and constructive challenge to Operations, Commercial, Preconstruction, and Project leadership teams.
- Represent Procurement at programme reviews, governance forums, customer meetings, and executive discussions, presenting concise, evidence-based recommendations.
- Build trusted relationships with customers and senior stakeholders on procurement strategy, value for money, market testing, capacity, and portfolio obligations.
- Lead procurement input to key bids, preconstruction, and early contractor involvement, challenging assumptions, risk allowances, and proposed routes to market.
Governance and commercial assurance
- Ensure procurement activity complies with delegated authorities, customer requirements, and business procedures, with decisions appropriately evidenced and approved.
- Maintain senior oversight of sourcing, tendering, evaluation, recommendation, and award activity across the portfolio.
- Work with Commercial leadership to balance contractual risk, value, and delivery certainty, escalating significant departures from approved strategy or commercial position.
- Maintain audit readiness and drive consistent standards.
Who we're looking for
Essential
- Significant procurement leadership experience within infrastructure, utilities, energy, construction, or another major-project environment.
- Proven experience leading procurement across multiple projects, programmes, or portfolios, including leadership through Procurement Managers or senior procurement professionals.
- Strong strategic sourcing, subcontract procurement, supplier management, and commercial negotiation experience.
- Demonstrable experience supporting work winning, preconstruction, mobilisation, and project delivery.
- Ability to influence and constructively challenge senior and executive stakeholders in governance-led environments.
- Strong commercial judgement, analytical capability, and the ability to identify, manage, and escalate risk.
- Experience assessing market capacity and converting insight into practical supply chain solutions.
- Clear written, verbal, and presentation skills, with the ability to provide concise recommendations to senior decision-makers.
Desirable
- MCIPS qualified or working towards Chartered Membership of CIPS.
- Experience within Power Transmission & Distribution or wider energy infrastructure.
- Knowledge of ASTI, RIIO-T2, and RIIO-T3 programmes and associated customer governance.
- Experience of supplier development, capacity creation, and major infrastructure bids.
- Working knowledge of NEC forms of contract.
