Job Description: Senior Procurement Officer
The Trust is seeking a Senior Procurement Officer to support procurement activity across University Hospitals Tees, working collaboratively within a group model that brings together North Tees and Hartlepool NHS Foundation Trust and South Tees Hospitals NHS Foundation Trust. The role plays a key part in delivering compliant, high-quality procurement services that support patient care across multiple hospital sites and services.
Responsibilities
- Lead complex, high-value procurement projects, ensuring full compliance with the Procurement Act 2023 and Trust Standing Financial Instructions, while delivering value for money, efficiency, and cost improvement.
- Work closely with clinical, operational, and corporate stakeholders across the partnership.
- Provide expert professional advice and support to procurement colleagues.
- Contribute to the ongoing development and consistency of procurement practice across University Hospitals Tees.
Duties
- Deliver end-to-end procurement activity for a wide range of goods and services across University Hospitals Tees.
- Lead compliant procurement exercises in line with the Procurement Act 2023 and Provider Selection Regime, utilizing NHS-accredited frameworks through mini-competitions or direct awards.
- Manage above- and below-threshold tenders and requests for quotations.
- Draft procurement strategies, tender documentation, contracts, policies, and ways of working.
- Maintain accurate and auditable records in accordance with regulatory and Trust requirements.
- Manage contracts through effective internal and external relationship management.
- Work in partnership with finance, supply chain, and clinical stakeholders to develop costing models that deliver best value against total cost of ownership.
