We are seeking an experienced Programme Manager to establish and lead the day-to-day programme management office (PMO) for a large-scale business transformation programme. This is a hands-on delivery role responsible for creating the programme management framework, coordinating multiple workstreams, and ensuring effective governance, reporting, risk management, and stakeholder engagement throughout the programme lifecycle.

The successful candidate will provide delivery oversight, maintain programme momentum, and ensure accountability across senior stakeholders while supporting successful delivery against agreed milestones.

Key Responsibilities

Programme Setup & Governance

  • Develop and maintain an integrated programme plan covering all workstreams, deliverables, dependencies, milestones, and critical path activities.
  • Establish programme governance, reporting, and escalation processes.
  • Implement RAID (Risks, Assumptions, Issues, Dependencies and Decisions) management and action tracking frameworks.
  • Create programme dashboards, reporting templates, and governance documentation.
  • Define reporting cadence, ownership, and update responsibilities across all workstreams.
  • Establish an effective governance rhythm to support timely decision-making and programme oversight.

Programme Delivery & Control

  • Maintain the integrated programme plan and associated documentation.
  • Monitor progress against milestones, deliverables, and critical path activities.
  • Coordinate updates from workstream leads and external partners.
  • Track programme dependencies, risks, issues, actions, and decisions.
  • Identify delivery risks, blockers, and schedule slippage, escalating where appropriate.
  • Support recovery planning when milestones are at risk.
  • Maintain clear visibility of programme readiness, delivery confidence, and overall status.
  • Prepare governance packs and support programme boards through reporting, action management, and follow-up activities.

Key Areas of Responsibility

Integrated Programme Planning

  • Create and maintain a comprehensive integrated programme plan.
  • Monitor milestones and delivery status across all workstreams.
  • Assess the impact of programme changes and update plans accordingly.
  • Produce regular planning updates and workstream-specific reports.
  • Ensure stakeholders have visibility of upcoming milestones and deadlines.

  • Maintain programme-wide Risk, Action, Issue, Dependency, Assumption and Decision registers.
  • Track actions through to completion and monitor overdue items.
  • Maintain accurate programme records and audit trails.
  • Escalate significant risks, issues, and delivery concerns as required.
  • Ensure programme controls remain current, robust, and effective.

Governance & Reporting

  • Produce weekly programme dashboards and status reports.
  • Coordinate reporting for senior governance forums and executive stakeholders.
  • Prepare concise summaries highlighting progress, risks, dependencies, decisions, and key actions.
  • Maintain governance logs, meeting outputs, and decision records.
  • Enable effective governance through timely, accurate, and insightful reporting.

About You

You'll be an experienced Programme Manager with a strong track record of establishing programme governance and successfully coordinating complex transformation initiatives. You'll be highly organised, proactive, and comfortable working with senior stakeholders to drive delivery, manage risks, and ensure effective programme controls.

Experience of developing integrated programme plans, implementing PMO best practice, facilitating governance forums, and producing high-quality executive reporting is essential.
