Summary
Pembrokeshire County Council is seeking a seasoned Senior Programme Manager to join their Property, Regeneration & Economic Development team. This pivotal role involves steering the development, management, and execution of intricate regeneration programmes, including substantial capital projects backed by Welsh Government, UK Government, and other external funding sources. The position demands strategic oversight in programme governance, funding management, stakeholder collaboration, and the successful implementation of significant place-shaping initiatives.
Responsibilities
- Spearhead the creation, execution, and evaluation of strategic regeneration and capital programmes.
- Convert corporate and regeneration strategies into actionable programmes and projects.
- Serve as the Council's principal client representative on major regeneration initiatives.
- Formulate and manage business cases, funding proposals, and programme delivery plans.
- Ensure programme-level governance, assurance, reporting, and financial oversight.
- Obtain and manage external funding from various governmental and non-governmental bodies.
- Supervise the execution of large-scale regeneration and capital projects from inception to completion.
- Guarantee adherence to funding conditions, procurement regulations, audit standards, and governance frameworks.
- Advise senior officials and elected members on programme performance, risks, and opportunities.
- Act as Senior Responsible Officer (SRO) or lead client representative for major projects as needed.
- Lead interactions with government departments, developers, consultants, community groups, and strategic partners.
- Chair programme boards, steering groups, and partnership meetings.
- Foster robust relationships with stakeholders across public, private, and voluntary sectors.
- Integrate sustainability, equality, and social value into regeneration programmes.
- Promote organisational learning and capacity building in regeneration delivery.

Leadership Responsibilities
- Directly manage:
- Programme Manager (Regeneration)
- Programme Manager (Climate)
- Programme Manager (Capital Programme)
- Guide workforce planning, development, performance management, and service enhancement.
- Support recruitment, staff development, and organisational change initiatives.
- Stand in for the Head of Property, Regeneration & Economic Development when necessary.
Essential Requirements
- Degree-level qualification (or equivalent) in:
- Regeneration
- Planning
- Surveying
- Construction
- Project Management
- Related Discipline
- Extensive experience in delivering complex regeneration, development, or capital programmes.
- Proven ability to manage multi-million-pound budgets and funding programmes.
- Strong expertise in programme and project management.
- Experience leading major regeneration projects within local government, housing, development, or construction sectors.
- Comprehensive understanding of:
- Regeneration Policy
- Planning Processes
- Capital Programme Delivery
- Public Sector Procurement
- Governance and Assurance
- Experience in securing and managing grant funding.
- Exceptional skills in stakeholder management, partnership-building, and negotiation.
- Experience in crafting business cases, funding applications, and reports for senior stakeholders.
- Proficient financial management and programme reporting skills.
- Full UK Driving Licence and access to a vehicle.

Desirable
- PRINCE2, MSP, or equivalent programme management qualification.
- Experience with Welsh Government funding streams.
- Knowledge of economic development and place-shaping principles.
- Ability to speak Welsh.
