Location: Peterborough (Hybrid working available)
Balfour Beatty plays a key role as part of the {(6) Anglian Water's @one Alliance: Overview | LinkedIn} @Anglian Water’s one Alliance. The Alliance is a ground-breaking collaboration between Anglian Water and eight industry-leading partners: Balfour Beatty, Barhale, Binnies, MMB, MWH Treatment, Skanska and SWECO. And together, we deliver around 40% of Anglian Water’s capital investment programme.
As we progress through AMP8 – our most ambitious asset management period to date – we’re delivering nature-based and sustainable infrastructure, from wetlands to urban drainage schemes, setting new benchmarks for environmental performance.
To ensure we can outperform against the Anglian Water business plan, we have a fantastic opportunity for a Senior Programme Manager to join us and lead on our Water Recycling projects across the region responsible for the delivery of a capital investment programme.
As we progress through AMP8, you will play a pivotal role in driving the successful delivery of a significant portfolio of projects that will help shape the future of water recycling across the region.
What you'll be doing
As our Senior Programme Manager, you'll be responsible for leading the delivery of major capital investment programmes from initial concept through design, construction, commissioning and handover. You'll ensure projects are delivered safely, sustainably, commercially and to the highest standards of performance.
This is a highly influential leadership role where you'll inspire and develop multidisciplinary teams, foster a culture of collaboration and innovation, and build strong relationships across Anglian Water, the Alliance partners and the wider supply chain.
Key Responsibilities
- Lead and champion an industry-leading SHEA strategy, driving exceptional safety, health, environmental and wellbeing performance across the programme.
- Ensure compliance with the @one Alliance SHEA policies, procedures and all statutory requirements, including competence management and training.
- Provide leadership and accountability for the successful delivery of projects and portfolios, meeting or exceeding agreed performance targets.
- Manage the commercial and financial performance of the programme, including budgets, forecasting and financial controls.
- Drive sustainability and carbon reduction initiatives, supporting Anglian Water's ambitions and the Alliance's six capitals approach.
- Develop and implement business and delivery plans that align with the wider @one Alliance strategy and Anglian Water objectives.
- Build strong, collaborative relationships with Anglian Water, Alliance partners and the supply chain, creating a culture of trust, transparency and shared success.
- Lead, develop and inspire multidisciplinary teams, driving innovation, digital transformation and continuous improvement across the programme.

Who we're looking for
We're looking for an experienced infrastructure leader with a passion for delivering complex programmes, developing people and driving exceptional performance.
You Will Have
- A proven track record in programme management within major infrastructure or construction environments.
- Experience managing large capital investment programmes valued at approximately £70m-£90m per annum.
- Strong commercial awareness and financial management experience. Exceptional leadership, stakeholder engagement and influencing skills.
- Experience leading large multidisciplinary teams across multiple workstreams.
- The ability to develop compelling business cases and ensure delivery of programme benefits.
- A passion for driving sustainable, measurable change and continuous improvement.
- Tier 1 contractor experience.
Desirable
- Experience within the water sector, particularly Water Recycling or related assets.
- Experience leading significant business, digital or organisational change programmes.
- Understanding of regulated utilities and capital investment planning cycles.
