SENIOR PROGRAMME OFFICER
LONDON (ONE DAY ONSITE)
INSIDE IR35
£400 TO £500
4 MONTH CONTRACT
This is an opportunity to play a key role in the delivery of a large-scale retrofit and domestic decarbonisation programme supporting low-income households across London. You will help shape programme delivery during a period of transformation, working with local authority partners, delivery organisations and residents to drive positive outcomes.
The Company
They are a purpose-led organisation delivering programmes that support sustainability, energy efficiency and community outcomes. Working across multiple partners and stakeholders, they help deliver initiatives that improve homes and reduce carbon emissions. As their programme evolves, they are seeking additional support to strengthen stakeholder engagement, programme coordination and resident experience.
The Role and Deliverables
- Lead communication and stakeholder engagement activity across a high-profile retrofit programme.
- Act as a key relationship manager for participating local authority partners and delivery organisations.
- Chair and facilitate stakeholder meetings, ensuring effective collaboration and clear actions.
- Identify programme risks, delivery challenges and opportunities for improvement.
- Support the implementation of a new delivery model during a period of organisational change.
- Produce reports, briefings, presentations and communications while managing resident enquiries and complaints.

Your Skills & Experience
- Strong experience managing complex programmes or projects and delivering against agreed objectives.
- Proven stakeholder and partnership management capabilities across multiple organisations.
- Experience working within local government, housing, sustainability, environmental or community-focused programmes.
- Excellent written communication skills with the ability to produce clear reports, briefings and stakeholder updates.
- Ability to manage sensitive resident, customer or community enquiries professionally and effectively.
- Strong analytical and problem-solving skills, with the ability to identify issues and implement practical solutions.
- Experience facilitating meetings and building productive relationships with diverse stakeholder groups.
- Strong organisational skills, with the ability to manage multiple priorities and workstreams simultaneously.
- Comfortable working within a changing environment and supporting continuous improvement initiatives.
- Knowledge of retrofit, domestic decarbonisation, energy efficiency, grant-funded programmes or housing policy would be advantageous.
