Senior Project Controls Engineer

We are seeking an experienced Senior Project Controls Engineer to join the Integrated Project Controls (IPC) Team supporting the successful delivery of the Hinkley Point C (HPC) project. This is a permanent position based at site for a minimum of 3 days per week with 2 days remote.

This is a senior-level role within one of the UK's largest and most complex infrastructure programmes, operating in a highly regulated nuclear environment where safety, quality, time and cost are fundamental delivery priorities.

As a technical expert in Project Controls and Estimating, you will be responsible for providing robust analysis, assurance and reporting to support evidence-based decision-making across the programme. You will ensure the consistent application of project controls processes, governance and best practices whilst working closely with senior stakeholders across the project.

A key aspect of the role is partnering with Discipline Directors and the MEHA PCM team to validate site performance information, analyse complex datasets, challenge inconsistencies, and identify opportunities to improve installation performance and delivery outcomes.

This position requires a highly experienced Project Controls professional who is comfortable engaging with senior leaders, influencing decisions and translating large volumes of data into meaningful insights that drive project success.

Key Responsibilities

Project Controls & Performance Management

  • Produce, maintain and assure accurate forecasts, estimates and project controls data across the programme.
  • Ensure alignment and integration between cost, schedule, risk, scope and performance information.
  • Analyse and challenge project performance data, assumptions and forecasts to ensure accuracy and confidence in reporting.
  • Monitor trends and performance indicators, identifying issues, opportunities and areas requiring intervention.
  • Support evidence-based decision-making through the provision of timely and accurate project controls information.

Site Performance Analysis

  • Liaise closely with Discipline Directors, MEHA PCM and Installation Project Managers to understand site performance and delivery challenges.
  • Validate site reporting information and provide independent analysis of project data.
  • Conduct detailed performance reviews to identify trends, inefficiencies and improvement opportunities.
  • Drive installation performance improvements through effective analysis, reporting and stakeholder engagement.
  • Challenge inconsistencies in project data and ensure appropriate corrective actions are implemented.

Estimating, Risk & Opportunity Management

  • Analyse and challenge estimating information, assumptions and methodologies.
  • Assess risks, opportunities and uncertainties and support their integration into project forecasts and plans.
  • Evaluate the potential impacts of project changes on cost, schedule and delivery performance.
  • Support the development and assurance of budgets, estimates and project control baselines.
  • Provide insight and recommendations that support informed decision-making and risk management.

Reporting & Executive Stakeholder Engagement

  • Produce and present high-quality reporting and performance insights for Programme Reviews, Board Meetings and governance forums.
  • Develop concise, data-driven reporting suitable for senior and executive-level audiences.
  • Communicate complex information clearly and effectively, enabling informed strategic decisions.
  • Maintain and verify Power BI reporting, dashboards and management information to ensure accuracy and consistency.
  • Provide assurance that project controls outputs are robust, reliable and aligned with governance requirements.

Continuous Improvement & Technical Leadership

  • Drive continuous improvement initiatives across project controls processes, systems and reporting.
  • Promote best practice within project controls, estimating and performance management activities.
  • Provide technical guidance, coaching and training to project controls colleagues and wider project teams.
  • Support assurance reviews, audits and governance activities.
  • Champion data quality, consistency and process compliance across the project.

Essential Experience

  • Significant experience in a Senior Project Controls, Project Controls Engineer, Cost Engineering or Programme Controls role on major infrastructure or engineering projects.
  • Proven experience of integrating cost, schedule, risk and performance information to support programme delivery.
  • Strong background in project estimating, forecasting and performance management.
  • Experience analysing large and complex datasets and converting findings into actionable business insights.
  • Demonstrable experience working with senior stakeholders and influencing decision-making at management and executive level.
  • Experience operating within highly regulated industries such as Nuclear, Energy, Defence, Rail, Utilities or Oil & Gas.
  • Strong understanding of project controls governance, assurance and reporting requirements.

Systems & Tools

Experience using the following systems is highly desirable:

  • EcoSys
  • Primavera P6
  • ARM
  • Power BI
  • Microsoft Office Suite, particularly Excel and PowerPoint

Qualifications

  • Degree qualified in Engineering, Project Controls, Project Management, Construction Management, Cost Engineering, Quantity Surveying or a related discipline.
  • Professional accreditation with APM, ACostE or equivalent is desirable.
  • Relevant Project Controls, Planning or Cost Engineering qualifications are advantageous.
