Senior Project Manager, Secure Infrastructure
Location: Hybrid, South West England
Contract: Initial contract
Rate: £681.16 per day Umbrella
Security Clearance: Active SC Clearance required
We are recruiting an experienced Senior Project Manager to lead the delivery of security and infrastructure projects within a secure government environment. This role focuses on embedding protective security into complex capital projects, ensuring secure facilities are delivered in line with legislative requirements, security standards, and operational needs.
You will work with multidisciplinary teams, providing leadership throughout the project lifecycle, from design and assurance through to construction, commissioning, and operational readiness.
Key Responsibilities
- Lead the delivery of complex infrastructure and security projects.
- Manage project governance, delivery plans, risks, and stakeholder engagement.
- Ensure protective security requirements are integrated throughout the project lifecycle.
- Coordinate architects, engineers, security specialists, and programme teams to achieve project objectives.
- Oversee security risk assessments, threat assessments, and assurance activities.
- Review perimeter security, including Hostile Vehicle Mitigation measures, and oversee implementation of recommendations.
- Ensure compliance with relevant legislation, standards, and security frameworks.
- Support design reviews, construction assurance, commissioning, and operational readiness.
- Provide leadership on emergency planning and secure operational requirements.

Essential Experience
- Significant experience managing complex infrastructure or built environment projects.
- Experience delivering projects within secure, regulated, or high-risk environments.
- Strong understanding of physical, technical, and operational security principles.
- Experience managing security risk assessments, assurance activities, and stakeholder engagement.
- Knowledge of Schedule 5 of the Anti-Terrorism, Crime and Security Act 2001.
- Knowledge of ISO 19650-5:2020 and ISO 23234:2021.
- Knowledge of the NPSA Surreptitious Threat Mitigation Process.
- Excellent communication and leadership skills, with the ability to engage technical and non-technical stakeholders.

Desirable Experience
- Experience delivering projects within government, defence, scientific research, or critical national infrastructure.
- Knowledge of secure digital engineering and BIM security.
- Experience managing projects involving high-security or specialist facilities.
Qualifications
- Membership of the Register of Security Engineers and Specialists (RSES) or equivalent professional membership is desirable.
- Relevant qualifications in project management, security engineering, protective security, engineering, or risk management.
- Knowledge of Protection Against Forced Entry or Hostile Vehicle Mitigation would be advantageous.
