We're looking for a Senior Project Manager (Housing Development & Construction) to lead a portfolio of complex, high-value housing development projects that will expand and strengthen our specialist housing provision across the UK.
This is a full-time permanent role. Whilst based remotely, regular attendance at our Widnes head office and project locations will be required. The role includes national travel across England and Scotland to support development projects and stakeholder engagement.

This is a pivotal role where you'll lead complex housing development projects from feasibility through to operational handover, delivering high-quality specialist accommodation that enables people we support to live full, independent and meaningful lives. Working alongside operational teams, property professionals and external partners, you'll help shape projects through meaningful co-production and ensure successful delivery across every stage of the development lifecycle.
This role focuses on major capital development projects involving significant investment, multiple stakeholders and formal governance requirements, rather than routine maintenance or minor refurbishment activity.
What You'll Be Doing
- Lead complex housing development and major property projects from feasibility, land acquisition and design through procurement, construction and operational handover.
- Provide technical oversight of construction activity, contractor performance, quality assurance and site delivery.
- Lead the procurement and management of architects, consultants and contractors, developing project briefs and Employer's Requirements to support successful delivery.
- Contribute specialist property, construction and delivery expertise to business cases and investment decisions.
- Manage contractor valuations, expenditure and project budgets in line with contractual milestones and delegated authority.
- Shape developments through meaningful co-production with people we support, families, advocates and operational teams.
- Prepare reports, recommendations and approval requests for governance forums, including the Executive Team, Trustees and Board.
- Identify and manage project risks, ensuring compliance with planning, legal, contractual and regulatory requirements.
- Lead post-project evaluation and benefits realisation activities to drive continuous improvement, value for money and long-term impact across the development portfolio.

What We're Looking For
You're an experienced housing development professional with a passion for delivering high-quality specialist accommodation that changes lives.
You'll Bring
- Significant experience delivering complex, capital-funded housing development or major construction projects within a housing association, developer or similar environment.
- A strong track record of managing development projects from design through to completion and handover.
- A recognised project management qualification (e.g. PRINCE2 Practitioner or equivalent).
- Strong construction, commercial and contractual knowledge, including procurement, contractor management, quality assurance and JCT contracts.
- Strong financial, commercial and contractual awareness, including investment appraisal, business cases, cost control, contractor valuations and financial risk management.
- Experience contributing specialist property, construction and delivery expertise to business cases, Employer's Requirements and procurement activities.
- Experience engaging operational stakeholders, people who use services and families to shape design and delivery decisions through co-production.
- Experience managing multiple live schemes, development portfolios and competing priorities.
- Excellent stakeholder management, communication and influencing skills.
