The Role

Leads the delivery of infrastructure projects for Transport for Wales, developing high-performing teams and driving innovation, stakeholder engagement, and continuous improvement throughout the project lifecycle, ensuring projects are delivered safely, within programme, within budget, and to the highest quality standards.

Role Responsibilities

  • Provide strategic oversight of project delivery, ensuring progress against key milestones, programme commitments, and critical delivery dates. Coordinate stakeholders and resolve issues to achieve successful project outcomes.
  • Lead project risk management activities, proactively identifying, assessing, and mitigating financial, reputational, quality, environmental, health, and safety risks. Work with project teams and risk owners to implement effective controls and escalate issues where necessary to protect project objectives and programme delivery.
  • Provide financial oversight and assurance of project expenditure and Anticipated Final Costs (AFC), ensuring effective management of NEC contractual mechanisms, change control, and compensation events to deliver value for money.
  • Lead procurement and supplier engagement activities by fostering supplier and delivery partnerships within the Welsh economy. Actively engage with SMEs and other local supply chain partners to maximize regional economic benefits.
  • Ensure compliance with project lifecycle and governance frameworks, including Plan of Work (PoW), PACE, and RIBA, and drive robust governance while identifying opportunities to improve programme and cost efficiencies.
  • Provide leadership and assurance on health, safety, and CDM 2015 compliance, ensuring project obligations are met, safe working practices are embedded, and delivery partners adhere to relevant legislation, standards, and governance requirements.
  • Champion TfW's safety culture, ensuring safety is embedded throughout project delivery and escalating concerns where necessary to protect people, assets, and organizational reputation.
  • Provide oversight and assurance of project controls, including risk and issue management, project reporting, budgets, programme impact, and performance metrics, identifying and addressing emerging risks to delivery.
  • Lead environmental and sustainability performance across projects, ensuring compliance with environmental requirements and driving the achievement of TfW's sustainability and decarbonisation objectives.
  • Support the development of early career professionals through coaching, mentoring, and knowledge sharing, helping to build project management capability across the organization.
  • Lead lessons learned and continuous improvement activities, working collaboratively with project teams and delivery partners to capture best practice and improve future project performance.

Who We're Looking For

  • Possesses an advanced relevant qualification and/or professional accreditation (e.g. degree, APM PMQ, ChPP, MAPM, or equivalent), demonstrating a high level of professional competence.
  • Demonstrable experience of managing a diverse range of Infrastructure Projects with multi-disciplinary interfaces, including public transport projects and operations, across both development and delivery phases.
  • Leads the application of health, safety, environmental & Construction Design and Management (CDM) Regulations 2015.
  • Demonstrable evidence of managing project governance, reporting, and risk management activities, ensuring robust decision-making and timely issue resolution.
  • Leads and influences stakeholders through effective communication, presenting complex project information to support informed decision-making and successful delivery.
  • Ability to build, lead, and motivate high-performing delivery teams.
  • Experience of NEC Suite of contracts of the entire project lifecycles, demonstrating an understanding of collaborative project management, proactive risk mitigation, and the ability to deliver projects efficiently.
  • Experience managing complex project programmes using industry-standard planning and scheduling tools (e.g. Primavera P6, Microsoft Project), with a strong understanding of programme management, schedule risk management, and recovery planning.
