Experienced Project Manager – Infrastructure and Development Projects

UK-Based | Hybrid | Competitive Salary + Bonus + Excellent Benefits

Take greater ownership of the DCO and consent programmes enabling major rail projects to progress.

An established and growing specialist consultancy is seeking an Experienced Project Manager to lead substantial elements of complex consent programmes across the UK rail and wider infrastructure sectors.

Working with environmental, planning, land, engineering, legal and stakeholder engagement specialists, you’ll apply strong project management disciplines to coordinate complex DCO deliverables across the full project lifecycle. You’ll operate with a high degree of autonomy, helping rail projects progress from pre-application and examination through to post-consent delivery and construction readiness.

Key Responsibilities

  • Lead significant packages or multiple workstreams within complex rail consent and DCO programmes.
  • Apply effective project management controls across programmes, risks, issues, budgets, and dependencies.
  • Coordinate multidisciplinary inputs across planning, environment, engineering, land, legal, and stakeholder engagement.
  • Manage the preparation and delivery of high-quality, compliant, and audit-ready DCO documentation.
  • Support preparations for DCO examinations and hearings, including written responses and engagement with examining authorities and regulators.
  • Lead the discharge of DCO requirements, planning conditions, and other pre-construction approvals.
  • Work with rail design and construction teams to embed consent obligations into project delivery.
  • Support commercial, resourcing, and programme-planning decisions.
  • Guide and mentor Project Managers, Assistant Project Managers, and project coordinators.
  • Contribute to project management improvements and best practice across the wider consents team.

We’re Looking For

  • Strong project management experience gained within rail or major infrastructure.
  • Experience managing significant consent packages or complex multidisciplinary workstreams.
  • A sound understanding of DCOs and the consenting process for nationally significant infrastructure projects.
  • Experience supporting projects through DCO pre-application, examination, and post-consent delivery.
  • The confidence to coordinate technical specialists and engage effectively with clients, regulators, and senior stakeholders.
  • Strong commercial awareness, organisation, and problem-solving skills.
  • The ability to manage competing priorities and substantial project packages with increasing independence.
  • A collaborative approach and experience supporting the development of junior project management colleagues.
