Senior Project Manager
£62,280 plus £2000 car allowance
Location: Bedford, Hybrid
Type: Permanent, Full Time
We are seeking an experienced Senior Project Manager to lead the delivery of planned investment and refurbishment programmes across our housing portfolio. Reporting to the Asset Investment Manager, you will lead a team responsible for delivering high-quality projects that improve homes, enhance resident satisfaction, and support our long-term asset investment strategy.
This role combines leadership, project delivery, contract management, financial oversight, and stakeholder engagement. You will work closely with colleagues, residents, and contractors to ensure programmes are delivered safely, efficiently, and in line with regulatory and performance requirements.
Key Responsibilities
- Lead and develop the Planned Works team, creating a high-performing culture focused on accountability, collaboration, and continuous improvement.
- Deliver planned investment, refurbishment, and cyclical maintenance programmes safely, on time, within budget, and to agreed quality standards.
- Ensure all projects comply with relevant legislation, health and safety requirements, regulatory obligations, and organisational policies.
- Manage contractor performance, driving delivery against agreed service standards, KPIs, and customer satisfaction targets.
- Oversee programme planning, procurement activities, project governance, and contract administration to ensure effective delivery and value for money.
- Take ownership of programme budgets, financial forecasting, and expenditure, ensuring robust financial control and accurate reporting.
- Build strong relationships with residents, contractors, and internal stakeholders to support successful programme outcomes.
- Champion a customer-focused approach by using resident feedback and complaint insights to improve services and programme delivery.
- Ensure accurate asset, project, and performance data is maintained to support informed decision-making and regulatory compliance.
- Deputise for the Asset Investment Manager when required and contribute to the delivery of wider organisational objectives.

Person Specification
Skills & Attributes
- Strong leadership skills with the ability to motivate, develop, and inspire teams.
- Excellent customer service skills with a commitment to equality, diversity, and inclusion.
- Strong problem-solving and decision-making abilities.
- Outstanding communication and presentation skills, both written and verbal.
- Ability to build effective relationships with colleagues, contractors, stakeholders, and customers.
- Proficiency in Microsoft Office and experience using asset management, housing management, or related systems.
- Experience producing reports relating to programme performance, health and safety, and budget management.
Knowledge & Experience
- Significant experience managing planned works, refurbishment, or capital investment programmes within housing, property, construction, or a related environment.
- Strong understanding of residential maintenance and refurbishment.
- Experience managing contracts and contractor performance.
- Knowledge of relevant health and safety legislation, including CDM regulations, asbestos management, fire safety, and construction compliance.
- Experience managing teams and driving performance improvements.
- Experience managing large-scale budgets and delivering value for money.
- Experience working within a housing association, local authority, or similar customer-focused environment would be advantageous.

Qualifications
- Degree-level qualification or equivalent professional experience.
- Relevant professional membership or qualification such as CIOB, RICS, CIH, or similar.
- Commitment to continuous professional development and industry best practice.
