Pre-Construction Manager – Capital Works
London | 6-Month Contract | £500–£600 per day
We are working with a major organisation delivering a significant programme of capital works across a complex property portfolio. They are looking for an experienced Pre-Construction Manager to take ownership of schemes through the critical pre-construction phase, ensuring projects are technically, commercially and operationally ready to move into procurement and delivery.
This is a hands-on role suited to someone with strong experience across capital works, tender preparation, procurement and contractor engagement, ideally within social housing, local authority, public sector or another regulated environment.
The Role
You will be responsible for progressing capital works schemes from initial concept through to tender and delivery readiness, working closely with Project Managers, Quantity Surveyors, Procurement teams, consultants and contractors.
Key responsibilities will include:
- Leading pre-construction activity across a portfolio of capital works projects.
- Reviewing project briefs, surveys, specifications and technical information.
- Developing clear and commercially robust tender-ready packages.
- Preparing Invitations to Tender, scopes of work, pricing schedules and evaluation criteria.
- Coordinating input from Project Managers, Quantity Surveyors, consultants and internal stakeholders.
- Identifying scope gaps, commercial risks, pricing issues and programme constraints before tender.
- Supporting the development of the forward capital works procurement pipeline.
- Working closely with Procurement teams to ensure appropriate governance and value for money.
- Managing tender clarifications and supporting contractor evaluation and selection.
- Reviewing contractor submissions, exclusions, qualifications and pricing anomalies.
- Producing tender recommendations and supporting award decisions.
- Developing standardised tender documentation, templates and procurement processes.
- Tracking pre-construction progress, risks, procurement milestones and programme performance.
- Supporting contractor mobilisation and ensuring an effective handover into delivery teams.
- Driving continuous improvement across pre-construction, procurement readiness and project governance.

About You
We are looking for someone with strong experience in pre-construction and capital works delivery, combined with excellent commercial and stakeholder management skills.
You are likely to have:
- Proven experience within pre-construction, capital works, refurbishment or planned maintenance.
- Strong experience producing ITTs, tender packs, scopes of work and pricing schedules.
- A good understanding of construction procurement and contractor tendering.
- Experience working alongside Quantity Surveyors, Project Managers, consultants and commercial teams.
- The ability to interpret drawings, surveys, specifications and technical documentation.
- Strong commercial awareness and the ability to identify procurement and delivery risk.
- Experience managing multiple projects or workstreams simultaneously.
- Excellent written communication and contractor-facing documentation skills.
- Strong stakeholder management skills and the confidence to challenge incomplete or unclear information.
- Experience within social housing, local authority or regulated procurement environments would be particularly advantageous.
- Professional qualifications or membership of CIOB, RICS, APM, MCIPS or equivalent would also be welcomed.
