Role: Senior Project Manager
Location: UK (Hybrid) - Anywhere in UK
Type: Fixed Term Contract
Role Overview
We are seeking an experienced Senior Project Manager / Senior Consultant to lead a complex, multi-year transformation programme for a UK public-sector regulatory organisation.
The role will be the primary Project Manager and senior day-to-day client contact, responsible for developing the integrated programme plan, coordinating multiple independent stakeholder organisations, establishing governance and controls, managing delivery dependencies and providing formal reporting and assurance.
This is primarily a programme management, governance and stakeholder leadership role rather than a technical IT delivery role.
Essential Experience
Candidates must be able to demonstrate:
- 5+ years' relevant project/programme management experience, ideally 8+ years.
- Recent experience, within the last five years, delivering a large-scale, multi-year programme.
- Personally developing and managing an integrated project/programme plan, including milestones, dependencies, critical path, resources, risks and governance.
- Project/programme management across multiple organisations and senior stakeholder groups.
- Extensive stakeholder engagement and relationship management, including influencing organisations or partners without direct line authority.
- Formal programme governance including RAID, change control, decision logs, dependency management, benefits, reporting and escalation.
- Experience reporting to Programme Boards, Steering Committees and/or senior executives.
- Managing delivery issues, missed milestones and recovery/remediation plans.
- Strong written communication and production of concise, decision-focused programme reporting.
- Availability to undertake the majority of the assignment personally and attend periodic client-site meetings.

Preferred Sector Experience
Strong preference for candidates with experience in one or more of:
- Energy or water utilities
- Utility / infrastructure regulation
- Transport
- Central or local government
Particularly attractive experience includes multi-party data-sharing, vulnerable-customer programmes, regulated customer registers, industry-wide operating-model change, or programmes involving multiple regulated organisations.

Key Responsibilities
- Mobilise the programme and develop the integrated delivery plan and Gantt.
- Define workstreams, milestones, dependencies, responsibilities and critical path.
- Establish and maintain programme governance and controls.
- Coordinate delivery across multiple independent stakeholder organisations.
- Facilitate working groups, workshops and senior governance meetings.
- Maintain RAID, change, decision, action, benefits and quality controls.
- Monitor delivery against milestones and intervene where progress is at risk.
- Prepare executive-level progress, exception and assurance reporting.
- Manage stakeholder commitments, dependencies and escalations.
- Support cost/benefit and delivery-option assessments.
- Maintain programme documentation and audit trail.
- Plan and execute structured knowledge transfer and transition/handover.
Qualifications
Desirable, but experience is more important than certification:
- PRINCE2 Practitioner
- MSP
- APM PMQ / PPQ
- PMP or equivalent
