Job Summary
The Senior Proposal Manager leads the development of complex, high-value proposals in response to solicitations for the DTG family of companies. This role coordinates cross-functional teams, sets proposal strategies and schedules, ensures compliance with solicitation requirements, and produces compelling content that aligns with the company’s objectives and messaging. The Senior Proposal Manager independently oversees the full proposal lifecycle, from pre-RFP planning through final submission, and incorporates win themes and key differentiators to enhance competitiveness. Strong writing, organizational, and analytical skills are essential.
Responsibilities
Essential Functions:
- Manage and document the process the DTG family of companies uses to develop solicitation responses.
- Lead the formal solicitation response from release through evaluation notices with contracting officers.
- Assist in evaluating business opportunities and recommending bid/no-bid decisions.
- Collaborate with leadership across business units to set the strategic approach for each proposal.
- Gather technical and management information from internal stakeholders and translate it into clear proposal content.
- Review all solicitation documents to ensure proposals are compliant and responsive to the client's needs.
- Develop all proposal documentation (e.g., proposal plans, timelines, compliance matrices, outlines, writing assignments, customer questions, color reviews, final documents, oral presentations, and lessons learned).
- Develop compliant outlines for proposal volumes that incorporate instructions to offerors and the proposal strategy.
- Conduct quality reviews to ensure proposals are accurate, complete, and compliant.
- Schedule and facilitate proposal meetings, such as kick-offs, strategy sessions, standups, and color reviews.
- Meet deadlines by setting priorities and target dates for information gathering, writing, review, and approval, and by tracking and reporting proposal status.
- Oversee final production, assembly, and submission of proposals within customer-defined timeframes.
- Improve proposal results by evaluating and redesigning processes, approaches, and boilerplate using industry best practices.
- Lead internal “lessons learned” meetings to improve the proposal process.
- Use generative artificial intelligence tools to increase proposal bandwidth and to ensure compliance.
- Create and maintain proposal templates, writing standards, and support databases to ensure consistent, high-quality content.
- Obtain approvals by reviewing proposals with key stakeholders.
- Participate in Federal Services strategic planning, providing lessons learned and subject matter expertise.
- Serve as liaison with subcontractors and/or prime contractors as needed.
- Coach the Proposal Coordinator on proposal best practices, processes, tools, and quality standards (non-supervisory; no HR responsibilities).
- Other duties as assigned.

Qualifications
Qualifications:
- Bachelor’s degree in business or equivalent education and experience.
- 6+ years of technical proposal management; federal, state, local government, and commercial experience preferred.
- Proficiency in Shipley Associates methodology required.
- Proficiency in proposal development software and Microsoft Office Suite, including Teams.
- Association of Proposal Management Professionals (APMP) certification preferred.
- Knowledge of U.S. Government structure and agency acquisition procedures.
- Familiarity with various industries and the ability to quickly grasp complex technical concepts.
- Experience in writing, editing, design, layout, and proposal production.
- Applicants are subject to government security investigations and must meet eligibility requirements related to the clearance process.
- Must have a valid state driver’s license, reliable personal transportation, and auto insurance.
Working Environment: The majority of work for this role is performed in a home office and interacts with a wide variety of people with differing functions, personalities, and abilities. Telecommuters are expected to have sufficient home office space that appears neat, organized, and professional when in video meetings. Travel is required occasionally.
