Job Overview

As a Senior Proposal Specialist, you will support the Business Development team in developing high-priority and complex proposals, Statements of Work (SOWs) and budgets for Sponsors. Working closely with Business Development Managers, clinical subject matter experts, and operational teams, you will help develop accurate, customized, and commercially competitive responses to RFPs and RFIs.

You will play a key role in coordinating internal stakeholders, developing and refining clinical trial costings, supporting client discussions, and ensuring proposal responses are accurate, complete, and aligned with Sponsor requirements.

Key Responsibilities

  • Develop and coordinate complex proposal responses and Statements of Work (SOWs) in line with RFP requirements and Sponsor expectations
  • Work closely with Business Development Managers and clinical/operational subject matter experts to develop proposal strategies and content
  • Review proposal requirements, assumptions, endpoints, patient-reported outcomes (PROs), demographics, and other study-specific considerations to ensure accurate responses
  • Develop initial clinical trial costing assumptions and populate CRO costings, working with clinical experts to refine and finalize budgets
  • Obtain and incorporate pre-award budgets from vendors and site partners and ensure overall costing is accurate and ready for executive review
  • Coordinate internal contributors, manage actions and timelines, and ensure all required proposal content is delivered on schedule
  • Support BD Managers with RFIs, client meetings, budget discussions, presentations, and, where required, bid defense activities
  • Clearly communicate and explain final costing assumptions to internal and external stakeholders and support amendments, updates, and change orders
  • Conduct market research and literature reviews when required to strengthen the accuracy and quality of proposal responses
  • Contribute to BD tools, reporting, and process improvements, and support project hand-off activities for awarded studies and Sponsors

Skills & Qualifications

  • Post-secondary certificate/diploma required; a Bachelor’s degree, preferably in Science or a related discipline, is an advantage
  • 4–6 years of relevant experience preferred, with an equivalent combination of education and experience considered
  • Previous budget development/costing experience within a CRO and/or clinical trials environment is mandatory
  • Strong understanding of clinical trial processes and the ability to interpret study requirements and translate them into accurate proposals and budgets
  • Advanced proficiency in Microsoft Excel and strong working knowledge of other Microsoft Office applications
  • Strong project coordination and organizational skills, with the ability to manage multiple priorities, deadlines, and stakeholders
  • Excellent written and verbal communication skills, with the confidence to work with both internal teams and external Sponsors
  • Highly detail-oriented, analytical, and logical, with a structured and process-driven approach to problem-solving
  • Ability to work independently while effectively collaborating with cross-functional teams and subject matter experts
  • Fluent in English, both written and verbal
