Job Title: Senior Quantity Surveyor

Duration: 12 months initially

Schedule: Based at site, Monday-Friday

Sponsorship Provided: No

Location: Padeswood, Mold (North Wales)

This opportunity sits within a global EPC contractor supporting the energy transition, with a focus on consulting services across the asset lifecycle and next generation project delivery and execution services. The role offers the chance to contribute to construction and engineering projects where cost control, contract administration, re-measurement, valuation and commercial governance are critical to successful delivery. This position is well suited to professionals with strong experience in quantity surveying, change management and measurement-based contracts.

Key Responsibilities

  • Lead pre-qualification and contractor selection activities.
  • Prepare and review Expressions of Interest, RFIs, RFPs, ITTs, tender documentation and evaluation plans.
  • Develop contract strategies, procurement plans and commercial evaluation approaches.
  • Conduct commercial evaluations of bids and prepare recommendations for award.
  • Negotiate commercial and contractual terms with suppliers, contractors and subcontractors.
  • Prepare cost plans, budgets, estimates and commercial input to project governance submissions.
  • Support risk assessments, value engineering initiatives and commercial readiness reviews.
  • Administer construction and engineering contracts in line with agreed terms and project procedures.
  • Monitor contractor and subcontractor performance against contractual obligations.
  • Manage contract correspondence, commercial communications, records and audit trails.
  • Review, assess and negotiate variation orders, change requests, compensation events and claims.
  • Prepare and negotiate contract amendments and commercial settlements.
  • Support claims avoidance, claims defence and dispute resolution activities.
  • Lead close-out activities including final account preparation, negotiation and settlement.
  • Develop, review and maintain Bills of Quantities, Schedules of Rates and Payment Schedules.
  • Prepare, review and administer pay item descriptions to ensure clarity, consistency, measurability and alignment with contract scope and method of measurement.
  • Establish and maintain measurement and valuation procedures in accordance with contract requirements.
  • Undertake and verify re-measurement of construction works, including quantity growth analysis and validation of measured quantities.
  • Review contractor and subcontractor measurement records, progress records and supporting documentation.
  • Assess and certify interim payment applications based on measured work completed and contractual valuation rules.
  • Monitor quantity changes, trends and forecast impacts on project budgets, commitments and final account values.
  • Prepare and negotiate variations arising from re-measurement, scope changes and compensation events.
  • Support quantity tracking, progress measurement, earned value and commercial reporting systems.
  • Ensure all measurements, valuations and payment recommendations are accurate, auditable and supported by appropriate records.
  • Lead the preparation, review, reconciliation and agreement of final quantities and final accounts.
  • Establish and maintain cost forecasts, committed cost records and cash flow projections.
  • Monitor actual expenditure against approved budgets and contract values.
  • Prepare cost reports, commercial dashboards and management summaries.
  • Identify cost risks, opportunities and potential recovery actions.
  • Provide commercial input to project controls, forecasting and financial governance processes.
  • Identify, assess and manage commercial risks and opportunities.
  • Provide contractual and commercial advice to project teams and leadership.
  • Ensure compliance with contract conditions, company procedures, client requirements and delegated authorities.
  • Contribute to commercial strategy, project profitability and value protection.
  • Mentor and guide quantity surveyors, contract administrators and commercial support personnel.
  • Support multidisciplinary teams across project management, engineering, construction, project controls, procurement, quality and supply chain functions.
  • Build effective working relationships with contractors, suppliers, subcontractors and internal stakeholders.
  • Lead commercial meetings, valuation discussions and negotiation sessions.
  • Provide clear, timely and practical commercial advice to project leadership.

Required Education & Certifications

  • Degree or equivalent qualification in Quantity Surveying, Construction Management, Engineering, Law or a related discipline.

Required Experience

  • Solid experience experience in quantity surveying, commercial management, contract administration or procurement contracts.
  • Experience across construction, infrastructure, energy, industrial, oil and gas, or EPC/EPCM projects.
  • Experience in pre-qualification, tender package preparation, commercial bid evaluation, negotiation and contract award.
  • Experience in contract administration, change control, claims avoidance and management, final accounting and dispute resolution.
  • Demonstrable experience with pay item descriptions, Bills of Quantities, Schedules of Rates, re-measurement contracts, quantity reconciliation, valuation and payment certification.

Required Skills

  • Working knowledge of NEC, FIDIC, JCT, IChemE or equivalent contract forms, including measurement and valuation provisions where applicable.
  • Advanced capability in Microsoft Excel, Word, PowerPoint, Outlook, Teams and relevant commercial, reporting, cost or contract management systems.
  • Advanced commercial acumen and contract management capability.
  • Strong measurement, valuation and quantity reconciliation skills.
  • Ability to prepare clear and enforceable pay item descriptions.
  • Ability to administer and verify re-measurement processes accurately.
  • Strong negotiation, influencing and stakeholder management skills.
  • Excellent analytical, problem-solving and written communication skills.
  • Ability to operate effectively in complex, dynamic project environments.
  • High attention to detail with strong governance and audit discipline.

Preferred Education & Certifications

  • Professional membership such as RICS, MRICS, CIOB, ICES or equivalent.
