CETO Talent is recruiting on behalf of an award-winning infrastructure consultancy that is continuing to grow its commercial team. We are looking for an experienced Senior Quantity Surveyor / Commercial Manager to support the delivery of major Design & Build rail and infrastructure projects across the South East.
This is an excellent opportunity to join a collaborative, people-focused business that works client-side on some of the UK’s most complex infrastructure programmes. The role combines hands-on commercial delivery with the opportunity to mentor junior colleagues, influence best practice and contribute to the continued growth of the business.
The Role
Working as part of an experienced commercial and project management team, you’ll provide both pre and post-contract commercial management services across major infrastructure projects, with a particular focus on the rail sector.
Supporting NEC Project Managers, you’ll take ownership of commercial activities including contract administration, cost management, change control, forecasting and contractor management, ensuring projects are delivered successfully while maintaining strong financial control throughout the project lifecycle.
The successful candidate will initially spend approximately 50% of their time supporting projects in the St Albans area, with hybrid working available and opportunities to support projects across the wider UK as the business continues to grow.

Key Responsibilities
- Provide commercial and contractual support throughout the full project lifecycle, ensuring projects remain commercially robust and contractually compliant.
- Prepare and manage project budgets, forecasts and cost reports.
- Administer NEC contracts, managing compensation events and early warnings.
- Assess contractor applications and final accounts.
- Monitor project expenditure and support procurement activities.
- Work closely with Project Managers, engineers, planners and contractors to ensure commercial decisions align with project objectives while identifying risks, managing change and maintaining accurate commercial records.
- Lead contractor meetings, undertake commercial assurance reviews, support client reporting, mentor junior Quantity Surveyors and contribute to continuous improvement across the commercial function.
About You
We’re looking for an experienced Senior Quantity Surveyor or Commercial Manager with a strong background delivering infrastructure projects within rail, highways or major civil engineering environments.
You’ll have extensive experience managing costs on complex projects together with an excellent working knowledge of NEC3 and NEC4 contracts.

Essential Requirements
- Degree qualified in Quantity Surveying or a related discipline.
- Strong experience delivering infrastructure, rail, highways or major civil engineering projects.
- Excellent working knowledge of NEC contracts.
- Experience supporting or managing main works contracts.
- Strong analytical, negotiation and commercial reporting skills.
- Ability to manage multiple priorities within a fast-paced project environment.
- Professional membership with RICS or a similar institution would be advantageous but is not essential.
