Role Overview

The Senior Quantity Surveyor will deliver high-quality cost consultancy and commercial management services across a diverse portfolio of construction and property projects, primarily for public sector clients. Working within Bellrock Consulting, the role will provide strategic commercial advice throughout the full project lifecycle, from feasibility and procurement through to final account. Responsibilities include leading the commercial delivery of projects, managing client relationships, providing technical guidance to junior team members, and ensuring projects are delivered within agreed budgets, programmes and quality standards. Working closely with clients, project managers, consultants and contractors, the Senior Quantity Surveyor will identify commercial risks, develop value-driven solutions and contribute to the continued growth and reputation of Bellrock Consulting.

Key Responsibilities

  • Lead the commercial delivery of construction and property projects primarily across the public sector covering differing portfolios.
  • Prepare and oversee detailed cost plans, feasibility studies and financial appraisals.
  • Provide strategic commercial advice throughout all stages of the project lifecycle.
  • Prepare tender documentation, procurement strategies and contract documentation complying within public procurement regulations.
  • Lead tender evaluations and provide procurement recommendations to clients.
  • Administer construction contracts including JCT and NEC forms of contract.
  • Manage project budgets, cost reporting, forecasting and financial control throughout project delivery.
  • Assess contractor valuations, variations, compensation events and final accounts.
  • Identify commercial risks and develop mitigation strategies to protect client interests.
  • Build and maintain strong client relationships, acting as a trusted commercial adviser.
  • Lead client, contractor and project team meetings, providing clear commercial direction.
  • Mentor, coach and support Graduate and Quantity Surveyors, encouraging professional development.
  • Support business development activities by identifying opportunities with existing and prospective clients.
  • Ensure all work is delivered in accordance with Bellrock quality standards, RICS professional guidance and industry best practice.

Skills & Experience

  • Degree qualified in Quantity Surveying or a related discipline.
  • Chartered (MRICS) or actively working towards chartership.
  • Significant experience within a consultancy Quantity Surveying environment.
  • Strong knowledge of cost planning, procurement, contract administration and commercial management.
  • Excellent understanding of JCT, NEC, Partnering and other standard forms of contract.
  • Proven experience delivering complex construction projects across multiple sectors.
  • Strong commercial awareness with excellent financial management skills.
  • Experience leading client relationships and managing stakeholder expectations.
  • Experience mentoring and developing junior surveyors.
  • Excellent analytical, negotiation and problem-solving skills.
  • Strong report writing, presentation and communication skills.
  • Highly organised with the ability to manage multiple commissions simultaneously.
  • Proficient in Microsoft Office and industry-standard cost management software.
  • Full UK driving licence where required.

Skills

In addition to these core skills and experience it would be desirable if the candidate can demonstrate experience and understanding of:

  • Projects delivered using SHDF and PSDF funding and experience in preparing compliant cost reports.
  • Experience in delivering re-cladding projects and issuing compliant cost reports.
  • Experience in S20 reporting.
  • Experience in working on partnering contract.
  • Experience in carrying out open book audits.
  • Knowledge of M&E.
  • Knowledge of and /or experience in delivering asset management plans to public sector clients.

Working arrangements
