Lead the Fight Against Illegal Tobacco Across London
The Royal Borough of Greenwich is seeking an exceptional enforcement professional to take on the strategic role of Senior Regional Illegal Tobacco Officer.
Funded through London Trading Standards and hosted by the Royal Borough of Greenwich, this influential regional position provides leadership, expertise and coordination to strengthen illegal tobacco enforcement activity across London. The successful candidate will act as a recognised specialist, working with local authorities, National Trading Standards, HMRC and other enforcement partners to disrupt criminal activity, protect communities and drive regional enforcement outcomes.
This is an exciting opportunity for an experienced Trading Standards practitioner, or equivalent professional, with a strong investigative background to shape policy, influence operational priorities and contribute to the delivery of national and regional illegal tobacco strategies.
About The Role
As Senior Regional Illegal Tobacco Officer, you will:
- Lead the development and delivery of intelligence-led enforcement strategies across London.
- Coordinate complex investigations and multi-agency operations targeting the illicit tobacco market.
- Act as London's principal specialist adviser on illegal tobacco enforcement.
- Support local authority Trading Standards services with complex investigations, prosecutions and enforcement interventions.
- Build effective partnerships with National Trading Standards, HMRC, law enforcement agencies and regulatory bodies.
- Promote and support Operation CeCe and other national initiatives.
- Analyse intelligence and emerging trends to improve enforcement outcomes.
- Design and deliver training, mentoring and professional development to Trading Standards officers across the region.
- Represent London Trading Standards at regional and national forums and stakeholder meetings.

About You
We are looking for an experienced and highly motivated professional who can demonstrate:
- Significant experience in Trading Standards enforcement and criminal investigations.
- Extensive knowledge of legislation and regulatory frameworks relevant to illegal tobacco enforcement.
- Experience managing complex investigations and preparing cases for criminal or civil proceedings.
- Strong understanding of PACE, CPIA, evidential standards and enforcement practice.
- Proven ability to work with multi-agency partnerships and senior stakeholders.
- Excellent analytical, communication and report-writing skills.
- Experience delivering training, mentoring colleagues and promoting best practice.
- The ability to operate strategically while maintaining a strong operational focus.
