Salary: Up to £55k depending on experience
Role Purpose
The role purpose is to lead and manage the dynamic allocation of resources to meet the tactical and future work demands across QinetiQ’s engineering disciplines - maximising resource productivity with a focus on an individual’s success as well as enabling successful business delivery.
Key Responsibilities
- Embedded within a specific Discipline: Primary responsibility for that Discipline’s resources (possibly with another RM for a large Discipline) but also operates as part of a collaborative RM community and therefore has a secondary responsibility to work across all Disciplines to support wider business delivery.
- Managing permanent, part time, contractors: Work demands (requests and changes) arise from the business development, project delivery and engineering operations functions across all of QinetiQ.
Key Accountabilities

Tactical Decisions: All tactical plans and decisions to direct the deployment of the Discipline’s resources to meet new and changed work requests.
- Resolution or compromise between conflicting requirements.
- Effective delivery of all work being demanded (previous and new).
- Understands the impact and risks involved when suggesting Resources and highlighting to the Engineering leadership and the Programmes team on the Technical Community being able to supply resource and recommend actions including demonstrating the need for recruitment.
- Maximising resource productivity and utilisation while having a duty of care for an individual’s wellbeing if their skills are in high demand.
- Reflecting the competencies and constraints of each resource
- Understand engineering disciplines / skills in high demand and communicate via shared tools.
- Establishes a network of contacts, and uses connections to learn about the business and its functions. Engages regularly with the Business and Technical community to establish a good understanding of the customer

Complex Solutions: This role will be resolving conflicting resource challenges in agreed timescales. Collaboration will be required with demand and supply stakeholders and fellow RMs working through complex solutions with disciplines in line with business needs.

Procedure Implementation: Effectively implementing the Workforce & Facility Planning (W&FP) policy and procedures within their Discipline, including managing the master schedule system of requests and allocations through the corporate processes including achieving the target response timescales at each stage.

Process Improvement: Proactively identifying improvements to processes and toolsets in business operations, and when required, implement and drive the change across the function.

Productivity Improvement: Proactively identify, analyse and highlight constraints and working practices that negatively impact on the flexibility, realisable capacity and productivity of the resources. With the Group Leads, propose corresponding improvement changes

Workforce Planning Community(WFP): Actively collaborate and support other Senior/ Assoc RMs to provide a continuous and resilient resource planning service. Gain sufficient familiarity with other disciplines and work as a community to provide mutual cover and support. Accountable for own professional development

Responsible for being an IDT POC: Support demand managers to highlight missing or inaccurate demand. Support the business at routine/ adhoc project meetings when required, feeding back to WFP Managers on issues arising or needing investigation.

Support to Disciplines at Supply review meetings: Seeks to understand the Operational Business Planning process to understand tactical and longer-term resource planning.

Key Capabilities/Knowledge
- Confidence to make complex decisions under uncertainty and pressure
- Leadership ability to ensure that decisions are implemented in accordance with agreed plans and robust conversations to challenge accepted working practices.
- Exhibit flexible and adaptable qualities to be a high performer in a dynamic environment.
- Understands the need to be flexible as Business Requirements change and to maintain integrity when privy to sensitive information. Adapts to changes in requirements and feels comfortable to support Assoc/Resource Managers on how to respond
- Strong organisational and communication skills to include a wide variety of different stakeholders.
- Demonstrable negotiating and influencing skills with the ability to build strong relationships.
- Able to rapidly assimilate a complex situation, identify and focus on the key issues to achieve a desired business outcome.
- Demonstrable high level of IT competency including the ability to learn new systems and packages as required.
- Analytical and problem-solving skills, including innovative and creative thinking using logical reasoning and supported by objective evidence.
- Demonstrate the ability to quickly understand the characteristics of the Global Technical Community
Experience & Qualifications
- Level 3 education or equivalent experience with typically 3 - 5 yrs further experience working across a multifaceted team
- Direct experience of managing and allocating resources – at least 2 years desirable
- Proven experience of interacting with a wide range of external and internal stakeholders including senior management
- Proven experience of mentoring junior members within a team
