Overview

Warringtonfire, part of the Element group, is looking for an onsite Senior Safety, Health and Environmental (SHE) Advisor. This role is responsible for implementing and maintaining a robust HSE management system across the fire resistance testing laboratory at the Warrington Birchwood Park site, with some travel to the Wednesbury Lab and supporting other locations, through reporting SHE Coordinators. They will ensure full compliance with all applicable health and safety legislation, environmental regulations, and accreditation requirements.

Reporting to the Senior Cluster General Manager, the SHE Advisor works closely with laboratory, operations, and engineering teams to identify, evaluate, and mitigate operational risks while supporting business objectives within the Testing, Inspection and Certification (TIC) environment. Responsibilities include monitoring environmental performance, managing waste streams and emissions, conducting audits and inspections, driving continuous improvement initiatives, and ensuring effective regulatory engagement. This is a key role in maintaining a safe, compliant, and environmentally responsible testing facility, while supporting the delivery of high-quality fire resistance testing services to clients and stakeholders.

Responsibilities

  • Maintain compliance with all applicable health, safety, environmental, and fire safety legislation, standards, and accreditation requirements.
  • Develop, implement, and continuously improve the site's HSE management system.
  • Ensure all fire resistance testing activities are supported by suitable and sufficient risk assessments, safe systems of work, and COSHH registers.
  • Lead incident, near miss, and environmental event investigations, ensuring root cause analysis and corrective actions are completed.
  • Drive a proactive safety culture through behavioral safety initiatives, engagement programs, and visible leadership.
  • Deliver HSE training, inductions, and competency programs for employees and contractors.
  • Monitor and report key HSE performance indicators, trends, and improvement actions.
  • Ensure emergency response and fire management plans are maintained, tested, and regularly reviewed.
  • Manage environmental compliance, including emissions, waste management, resource consumption, and pollution prevention activities.
  • Conduct routine audits, inspections, and workplace assessments to verify compliance and identify improvement opportunities.
  • Provide HSE guidance and support for capital projects, equipment installations, and operational changes.
  • Act as the site's primary liaison with regulatory authorities, external auditors, and certification bodies.
  • Guide HSE coordinators with strategic tasks.

Skills / Qualifications

  • Strong leadership capability with the ability to influence and engage stakeholders at all levels.
  • Excellent knowledge of UK health, safety, and environmental legislation.
  • Proven capability in risk assessment, hazard identification, and control implementation.
  • Strong incident investigation and root cause analysis skills.
  • Excellent communication and presentation skills, both written and verbal.
  • Ability to build positive working relationships across laboratory, engineering, and operations functions.
  • Strong planning, organizational, and project management skills.
  • Pragmatic and solutions-focused approach to managing operational risks.
  • High level of integrity, professionalism, and personal accountability.
  • Analytical mindset with strong attention to detail.
  • Ability to challenge unsafe behaviors and practices positively and constructively.
  • Experience driving cultural change and continuous improvement initiatives.
  • Resilient and confident when working in a highly regulated and technically complex environment.

Qualification

Essential

  • NEBOSH National Diploma in Occupational Health and Safety (or equivalent Level 6 qualification).
  • Chartered Membership of IOSH (CMIOSH) or working towards Chartered status.
  • Valid auditing qualification or demonstrable auditing experience.

Desirable

  • Lead Auditor qualification for ISO 45001.
  • Fire Safety qualification or specialist training relating to fire testing environments.

Essential

  • Minimum 5 years' experience in a Health, Safety and Environmental management role within a technical, industrial, manufacturing, engineering, laboratory, or testing environment (17025).
  • Experience of implementing and maintaining HSE management systems.
  • Demonstrable experience managing environmental compliance and sustainability initiatives.
  • Proven track record of reducing incidents and improving HSE performance.
  • Experience undertaking audits, inspections, and compliance assessments.
  • Experience managing contractor safety and permit-to-work systems.
  • Experience engaging with regulatory authorities and external auditors.

Desirable

  • Experience within the Testing, Inspection and Certification (TIC) industry.
  • Direct experience of fire resistance testing, fire performance testing, or fire safety-related environments.
  • Experience managing risks associated with large-scale furnaces, combustion processes, emissions, and high-energy testing operations.
  • Experience supporting UKAS accredited laboratory operations.
  • Experience leading multi-site HSE programs and strategic improvement initiatives.
