Job Overview

Job Title: Senior Software Developer – NTIRA
Location: Suffolk, VA

Job Responsibilities

NTIRA is a module-based decision aid tool to facilitate knowledge discovery and management for C5I stakeholders in requirements generation, acquisition management, and resource planning. It allows stakeholders to share a working environment among the Fleet, Office of the Chief of Naval Operations (OPNAV), acquisition communities, and component commands to facilitate a common picture of individual platforms mission capabilities and identified shortfalls. This knowledge enables decision makers to select the most capable platform to fill mission need and identifies capability gaps that steers Command, Control, Communications, Computers, Combat Systems, and Intelligence (C5I) Modernization.

  • Research, design, and develop software or specialized utility programs.
  • Analyze user needs and develop software solutions, applying principles and techniques of computer science, engineering, and mathematical analysis.
  • Update software or enhance existing software capabilities.
  • Participate in Agile meetings such as Sprint Reviews, Sprint Planning, Design meeting, and Sprint Demonstration meetings.
  • Responsible for properly documented code, creating meaningful variable names and functions and adhering to best coding practices.
  • Responsible for ensuring coding changes are maintained and versioned in the program code repository.
  • Work with software application testers to ensure code is thoroughly tested in the applicable testing environments before release to the NTIRA production environment.
  • Responsible for ensuring all work is tracked and approved in Jira software.

Minimum Qualifications

  • An Active, in-scope US Government issued Secret Clearance.
  • Due to the nature of the work and contract requirements, US Citizenship is required.
  • Over ten (10) years of experience providing software development support in a web-based, cloud-based environment, including the ability to design, code, test, and implement custom web applications.
  • Utilize and apply a broad knowledge of technologies to include Java Script; jQuery; Java or.NET based languages C#, ASP.NET, VB.NET; Python;.NET MVC; HTML; CSS; Bootstrap; Typescript; Entity Framework; Visual Studio; Eclipse IDE or NetBeans; Apache Tomcat; IIS; and XML as well as process documentation to support software development.
  • Experience in development of RESTful APIs and development of web services.
  • Experience versioning software with Atlassian Bitbucket or similar Git based repository.
  • Experience with Atlassian Jira or similar issue and project tracking software.
  • Experience with Atlassian Confluence or similar knowledge management software.
  • IAT Level II or equivalent certification.

Education

  • A minimum High School Diploma or equivalent is required.
  • Bachelor’s degree is desired.
