Context

One of the key objectives of the modernisation programme is to create a new public-sector brand that transforms the relationship between the organisation and the public, increasing people’s understanding of how the organisation acts as a force for good in their lives and helping to build greater trust in the institutions and services that support them.

Focused around a well-tested and inspiring strategic proposition of ‘Built to Serve, Here to Deliver’, the BTT has been established to design and implement a high-quality, social-first brand across the entire communications interface between the organisation and citizens.

Given the scale and significance of the project, the BTT will be led by a Director as Senior Responsible Officer (SRO) and focus exclusively on delivery across the (virtual and physical) public sector citizen-facing estate (including ALBs and partners funded by the UK public sector) for 12 months (with an option to extend for a further 6 months).

This is a once in a generation opportunity to be involved in a programme that will change the relationship between the public sector and the public, by developing a first-class brand that will serve the public sector for many years.

What we’re looking for

The brand strategy and story has been set and overall guidelines for a detailed brand book being developed. The next vital stage is implementation. We're seeking an experienced, creative and delivery-focused designer to take the story and guidelines and turn these into across the whole government to citizen communications interface.

This includes:

  • Departmental Behaviour Change Campaigns (from social to paid for advertising)
  • Arms-Length body communications
  • Physical signage
  • Partner Communications (which have been funded and supported by a major public sector client)

You will be responsible for consistent, high-quality implementation, working with departments and other partners to ensure the brand is used correctly. This will involve developing guidelines within which there will need to be flexibility, creativity and discussion around detailed implementation across a wide range of campaign assets, as no guide can account for every circumstance and variable in an environment where nearly 100 campaigns across 22 departments and hundreds of Arms Length Bodies are communicating regularly with the public.

The team structure will be flat and very delivery focused. You will be supported by the Creative Director of the Public Sector Media Unit, a Senior Designer and Strategist, as well as a small team of implementation managers. You will have access to a specialist brand agency for one off, more complex projects if needed as well as a network of willing and able designers across the major public sector itself.

Experience/ability

  • First-class design skills across all media and touchpoints, with a track record of working on well recognised consumer facing brands
  • Experience of working across all channels (inc social) as well as motion and sonic branding
  • Excellent stakeholder management skills, with a track record of building collaborative networks to achieve positive outcomes
  • A can-do, practical attitude that is as comfortable with brand strategy as you are with high levels of detail
  • Credibility and confidence in explaining concepts and solutions to senior stakeholders
  • Technical: proficient in industry-standard design software (e.g. Adobe Creative Cloud suite, including Illustrator, Photoshop, InDesign and After Effects)
  • Strong file and asset management skills, including clear layer structures, naming conventions and organised handoff processes for other collaborators.
  • Familiarity with version control or asset governance for shared design resources.
  • Solid working knowledge of accessibility standards in visual design, including colour contrast checking, legibility and inclusive design principles (e.g. WCAG guidelines).

Duration of contract

  • 12 months (with an option to extend to 18)
  • 3 days a week (with the ability to flex depending on work flows)
  • Day rate – to be negotiated
