About Us
Strategic Analysis is at the heart of the Strategy Directorate, providing the evaluation and evidence that underpins TfL’s strategy, policy and project development work. With over 40 analysts, the department leads on the development and use of TfL’s suite of strategic transport models, conducts the London Travel Demand Survey, produces the annual Travel in London report and leads the production of transport analysis studies for major transport schemes, large scale developments and Opportunity Areas. About The Role
An opportunity has arisen for a permanent role of Senior Strategic Analysis Manager, leading the Demand Forecasting team.
This role leads on the development and application of TfL’s strategic demand forecasting capability, providing the evidence base for key policy, investment and business decisions across London.
Role
As the technical authority for TfL’s Strategic Analysis modelling suite, this role oversees the development and application of three major modelling tools:
- MoTiON, TfL's strategic demand forecasting model
- AB-MoTiON, our industry-leading activity-based modelling framework
- LonLUTI, TfL's integrated Land Use and Transport Interaction model
You will shape and deliver the strategic vision for the development and integration of the modelling suite, ensuring it remains fit for purpose, oversee model governance and assurance, and lead the transition to the next generation of forecasting approaches ensuring TfL remain at the forefront of industry best practice.
The team uses modelling and analysis to anticipate future challenges and opportunities, provide robust evidence and people-centric insights to support decision-making across the organisation. The role is varied and involves long-term demand forecasting, informing business strategy, long-term planning and investment decisions, land use analysis, and the assessment of emerging technologies, trends and future travel behaviours.
You will work closely with teams across TfL, engaging with major policy, planning and investment programmes and ensuring that strategic forecasting and analysis are embedded within TfL’s decision-making. You will also build and maintain strong relationships with senior stakeholders across the GLA, DfT, London boroughs, academia and industry. Through this work, you will help shape TfL's understanding of how London may evolve and the implications for transport and customers.

The Purpose Of The Role Is
- To inspire and develop a team of technical experts to investigate and forecast the impacts of policies, schemes, population and employment growth, economic change and emerging trends using advanced modelling, analytical methods, data science, research and scenario planning techniques.
- To provide the Strategy Senior Leadership Team, TfL's Executive Committee, the Deputy Mayor for Transport and relevant TfL Directors with critical business information on current travel trends and progress towards the Mayor's Transport Strategy and London Plan.
- To provide future travel demand forecasts and strategic modelling evidence that informs key business decisions on TfL's strategic direction, investment programme and the business case for major projects, while directing the development, integration and transition of the Strategic Analysis modelling suite in line with the Model Vision.
About You
You will be recognised as a leader in strategic transport modelling and industry best practice, with a track record of using four-stage and/or activity-based modelling methods combined with other analytical evidence to shape policy, develop business cases for major investments and inform strategic decision-making. You will be able to ensure our outputs are robust, high quality, and stand up to scrutiny. As well as your excellent technical skills, you’ll need to have the ability to develop, motivate and manage a team of around 10 technical experts as well as lead projects with a matrix set up. You will contribute technical and thought leadership to the wider Strategic Analysis department and commission and manage projects from external providers.
You’ll need to be a strong communicator, able to explain complex technical outputs to non-specialists and work with them to convert their needs into analytical programmes. We need someone who can present findings clearly and with a focus on insightful and impactful outcomes.
You will contribute to a well-established senior management team who work together to solve technical challenges and will build strong relationships with peers in analytical, policy, strategy and delivery teams as well as the wider industry.

Knowledge, Skills & Experience
- Degree in a relevant discipline or a proven equivalent level of experience
- Excellent knowledge of traffic and transport survey techniques & data required to support models.
- Excellent understanding of travel behaviour research methods and techniques, including knowledge of statistical methods and relevant software.
- Excellent knowledge of monitoring techniques and of the appraisal and evaluation process.
- Excellent understanding of complex strategic transport modelling methods & software
- Good understanding of project management processes and procurement
- In-depth understanding of current traffic and transport policies and issues within London.
- Excellent knowledge of the influences on travel behaviour, and of transport, health and environmental challenges.
- Understanding of the workings of large organisations and the public policy making process.
- A good understanding of best practice approaches to transport strategy development

Experience
- Experience of leading large-scale and complex analytical/modelling studies involving multiple stakeholders to inform policy, strategy and scheme development.
- Experience of the public policy process and of working in a political environment.
- Ability to deliver complex work programmes to required standards, budgets and timescales.
- Experience of contract management to deliver complex research and analytical projects.
- Experience of staff management and supervising teams in a matrix format, developing & inspiring the team.
- Experience of representing an organisation externally to stakeholders up to at least director level.
- Ability to communicate with and brief senior management and political leaders.
