Overview of project/role
Places for London is TfL’s property company, responsible for shaping how one of the capital’s largest and most high-profile development portfolios is understood, experienced, and trusted. Operating in a complex public and political environment, the business brings together regeneration, housing, and commercial development with a strong emphasis on brand, narrative, and engagement. Its communications and marketing activity plays a critical role in building visibility, credibility, and support for long-term placemaking ambitions, ensuring that what Places delivers on the ground is matched by clear, confident, and consistent storytelling across London’s communities, partners, and a wide range of political and community stakeholders and residents.
As Senior Strategy Manager, you’ll play a central role in shaping and delivering the long-term strategic direction of Places for London. Working directly with senior leaders, you'll help steer the organisation through its next phase of growth, ensuring strategy translates into tangible outcomes that deliver lasting value for London. You’ll have direct responsibility for developing and maintaining the organisation's strategy and performance framework, and oversight to ensure delivery plans are aligned with business objectives, corporate priorities, and wider business outcomes.
Working across Places for London, TfL, and with key external stakeholders, you will drive strategic thinking, business planning, and continuous improvement initiatives that support sustainable growth, organisational effectiveness, and the delivery of long-term value. The role has significant influence over operational and business planning decisions, contributing to the growth of the property portfolio and supporting the ambition to increase asset value to £4bn over the next ten years.
Successful candidates will be appointed into one of two areas of focus:
- Business Strategy: Leads the development and delivery of the business strategy and business plan, ensuring alignment with TfL and broader stakeholder priorities. Builds strong relationships across TfL and external partners to influence decision-making, resolve strategic challenges, and drive organisational objectives.
- Business Improvement: Leads the continuous improvement agenda, driving organisational change, policy development, process optimisation, and organisational development initiatives. Ensures the business has the skills, structures, systems, and culture required to deliver its strategic ambitions effectively.

Key Accountabilities
- Lead development and continuous refinement of the Places-wide strategy and business plan, ensuring these reflect organisational objectives and priorities as agreed with TfL.
- Facilitate strategic discussions and lead strategic problem-solving and continuous improvement initiatives, by facilitating discussions with senior leaders which identify issues, defines solutions, and implement changes that enhance organisational efficiency and effectiveness.
- Oversee strategic reporting and performance monitoring, providing clear insights and recommendations to inform decision-making at executive and board level. Work closely with PMO, Governance, and risk management to ensure accountability and resilience.
- Champion organisational objectives and values, embedding sustainability, transport improvements, and social value within strategies and delivery plans.
- Provide thought leadership and market insight, actively seeking external perspectives and innovation and best practice to strengthen organisational capability and delivery.
- Work closely with senior leaders and delivery teams to translate strategic ambitions into clear, actionable plans and measurable outcomes.
- Build and maintain strong relationships with senior stakeholders across Places for London, TfL, GLA, and other partners to align strategic priorities and influence external policy.

Skills

- Ability to deliver results through collaboration, resolving conflict, and building consensus across diverse teams and functions (including but not limited to Places, TfL, GLA, and other external parties) (E)
- Strong analytical and problem-solving capability, with the ability to interpret complex data and communicate insights effectively to colleagues and decision makers. (E)

- Ability to manage complex projects under pressure, spotting linkages and dependencies to ensure cohesive delivery. (E)

Knowledge
- Strong understanding of property, transport, and urban development agendas in London, the UK, and globally. (E)
- Great understanding of policy development, change frameworks & continuous improvement methodologies. (D)
- Excellent knowledge of strategy, commercial, customer, and business modelling techniques. (D)
- Strong commercial awareness and business acumen, with the ability to apply strategic thinking at a senior level (E)
- Sector-specific knowledge in one or more areas: asset management, property development, infrastructure planning, or growth and development. (D)
- An understanding of corporate approach to business planning, resourcing, and allocation of money including understanding of investment strategy (E)
- Excellent knowledge of a range of analytical and modelling techniques. (D)

Experience
- Significant experience in strategy development and tools including strategic frameworks, scorecards, business cases (E)
- Proven track record of leading change programmes or business planning processes, including strategic analysis and investment case development. (E)
- Experience of managing resources and budgets effectively, ensuring consultancy and internal capacity are utilised efficiently, and deliver strategic priorities (E)
- Extensive experience in interpreting financial and non-financial data to influence senior-level decision-making. (E)
- Demonstrated ability to build and maintain strong relationships with internal stakeholders and external networks. (E)
- Experience in leading, developing, and motivating staff to deliver strategic objectives. (D)
